ATTORNEY - CLAYTON COUNTY ETHICS BOARD

CLASSIFICATION TITLE: ATTORNEY

This is a contractual (as needed) position responsible for professional work assisting the Ethics Board with legal matters.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned: Serves as counsel in representing Ethical Issues/Concern reported in the County for assigned departments in accordance with state laws and rules of professional conduct. Provides legal advice to the Clayton County Ethics Board Members, and other county officials in various matters, as well as rendering written and verbal legal opinions as requested or assigned; attends meetings. Assesses nature of the legal issues presented; researches internal regulations, policies and procedures or relevant state and federal law. Advises clients of legal solutions and execution of appropriate steps and implementation. Develops strategies and solutions to ensure compliance. Provides information regarding updated laws and regulations as needed. Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures. Maintains an awareness of new procedures, trends and advances in the profession. Reads professional literature; maintains professional affiliations; participates in training and continuing education activities; and attends and conducts meetings, workshops and seminars as appropriate. Conducts legal research and analysis on sensitive matters. Maintains productive working relationships with other Intelligence Community elements, federal agencies, and congressional committees. Provides ethics advice to Agency personnel, reviews financial disclosure forms, conducts ethics training, and consults with the Office of Government Ethics on relevant issues. Monitors and enforces compliance with the rules of professional conduct, including state bar rules, and other relevant legal guidelines. Investigates ethical complaints or allegations of professional misconduct, guides individuals or firms on how to resolve ethical disputes or issues, and manages disciplinary proceedings when necessary. Assesses potential risks related to legal ethics and suggests strategies to mitigate potential liability, ensuring that legal practices are in line with current ethical standards. Helps resolve complex ethical dilemmas in client representation, legal procedures, or during litigation, ensuring adherence to ethical guidelines and maintaining the integrity of legal practice. Advocates on the protection of client confidences and handles sensitive information according to professional ethics rules. Documents and reports any ethical concerns or breaches to regulatory bodies, including the state bar or other legal oversight entities.

ADDITIONAL FUNCTIONS

Performs other related duties as required.

REQUIRED QUALIFICATIONS

Law degree from a state‑approved college or university. Applicants should have been admitted to the State Bar of Georgia for a minimum of five (5) years and shall have experience in municipal and/or local government law. Active member in good standing in the State Bar of Georgia. Must possess and maintain a valid Georgia driver’s license. Will be required to work Monday – Friday, including after‑hours meetings.

PREFERRED QUALIFICATIONS

Must not have been disbarred from practicing law in any state.
