Sr Assistant to Deputy County Manager

Salary Range Salary Range: $69,389 - $104,083 This is an exempt position. Pay rates are based on education, skill, experience level, market data and internal equity. The County Manager’s Office is responsible for executing the policy decisions of the Board of County Commissioners and leading the County organization by overseeing the administration of County departments. Position Summary Provide program/department area oversight and supervision and/or an enterprise-wide function. This position reports to the Deputy County Manager and is responsible for managing large‑scale, enterprise projects that require collaboration and partnerships with various internal and external stakeholders on behalf of the County Manager’s Office; managing day‑to‑day activities within a specific program/department or function; meeting with program management/staff from assigned areas; representing the County Manager’s Office in external stakeholder meetings and exercising independent discretion in decision making which impacts the County's operations. Other responsibilities include accountability for the successful ongoing management and compliance of County functions as well as the implementation of new initiatives in County departments or across the organization. Essential Functions Assist the Deputy County Manager with the development and/or implementation of broad County plans, goals and objectives, performance measures and other strategic business functions Help direct the daily operations of the County government by providing guidance and direction to subordinate department heads and managers Represent executive leadership in cross‑functional meetings, ensuring continuity, follow‑through, and organizational accountability Identify emerging organizational or departmental needs and proactively recommend strategic solutions Ensure programs, services and systems support the County mission Research public policy issues and industry best practices, delivering clear, actionable insights to support informed leadership choices Assist managers with the formulation of division/department plans that support the broader County goals and objectives Discuss budget issues and developments with department heads and managers; ensure budget amendments are appropriate, documented and support the County's goals and objectives Direct executive operations by balancing competing priorities, distilling complex information, and aligning efforts with organizational objectives Ensure human resources actions comply with state, federal and local regulations, and support County goals and objectives Perform a variety of administrative duties associated with supervising staff, to include hiring, assigning work, providing guidance and direction; evaluating performance, and taking disciplinary action as necessary Identify resources and staff needed to complete special projects and initiatives; develop project plan and schedule; direct committees, task forces and other parties assigned to special projects; provide status reports, study findings and recommendations; and oversee the implementation of approved plans and initiatives Represent the County to local businesses, community organizations, citizen groups, and the general public and respond to inquiries and/or complaints from the general public that cannot be resolved by managers Serve as a member of the executive team making action/response decisions during emergencies Directly supervise division and/or department operations as dictated by vacancies and/or unique circumstances Develop executive briefings, talking points, and Board‑ready materials that inform and guide strategic decisions Organize and facilitate portfolio leadership meetings by defining priorities, structuring agendas, and driving productive dialogue Support onboarding for executives and support staff to accelerate cross‑functional integration and effectiveness Promote a culture of care that is grounded in accountability, collaboration, and strategic focus Minimum Qualifications Experience: Minimum of four years of progressively responsible leadership experience and managing divisions, programs, and operations of a local government Education: Bachelor's degree in business, public administration or a related field Combination of relevant education and relevant experience accepted: Yes Knowledge of Principles, practices, and procedures of public human resources administration and management Statistical concepts and methods Federal legislation and court decisions concerning time‑keeping, equal opportunity and affirmative action Budgetary processes Principles and techniques of modern office management and procedures Skills Leadership principles and practices Organization change Interpersonal/Human Relations Strategic thinking Effective communication Abilities Build Partnerships: Identify opportunities and take action to build strategic relationships between one’s area and other areas, teams, departments, units, or organizations to help achieve business goals Facilitate Change: Encourage others to seek opportunities for different and innovative approaches to addressing problems and opportunities;
