Public Safety Administrative Manager

THE POSITION
The Public Safety Administrative Manager provides executive-level leadership over the Administrative Services Division, overseeing key units such as Transparency & Compliance, Professional Standards, and Public Safety Information Technology. They direct and supervise division management staff, coordinate daily operations, and ensure policies are current, legally compliant, and aligned with legislative and city council mandates. The role includes leading accreditation readiness, managing public records and transparency obligations, and ensuring compliance with critical-incident reporting, auditing requirements, and external oversight expectations. Additionally, they oversee major technology initiatives, ensuring cybersecurity and Criminal Justice Information Services (CJIS) compliance, while providing support and accountability for specialized units such as Force Investigations, Inspections and Standards, and Policy. They maintain operational oversight of roughly 40 personnel and serve as a key liaison to executive leadership and oversight bodies to ensure organizational alignment and risk mitigation.

Under limited direction, the Public Safety Administrative Manager performs difficult administrative duties in planning, organizing, and directing the activities of a large division and/or major functional unit while meeting the goals and objectives of the Department; assists in designing and implementing procedures, methods, and programs.
DISTINGUISHING CHARACTERISTICS
This is a civilian management-level classification populated with multiple incumbents. The Public Safety Administrative Manager performs duties that are administrative or managerial in nature, with substantial authority for managing staff and activities of a specialized nature. Incumbents have extensive contact with sworn personnel, department staff, other City employees, various public/private organizations, and the general public. This classification is responsible for developing, proposing, and implementing policies, procedures, goals, and objectives within their scope of responsibility. This classification is distinguished from the next lower classification of Administrative Officer in that the latter may handle one or more major functions of centralized administrative services, while the former is responsible for directing the activities for a large division and/or major functional unit.
SUPERVISION RECEIVED AND EXERCISED
Limited direction is provided by higher-level management. Responsibilities include broad supervisory authority over a diverse group of supervisory, professional, technical, and support positions whose incumbents perform specialized public safety service-related activities.
Essential Duties And Responsibilities
The following duties are typical for this classification. Incumbents may not perform all the listed duties and/or may be required to perform related duties as needed:
- Oversees, plans, organizes, staffs, directs, and controls the operations of the Department administrative unit which may include, but is not limited to, those services related to fiscal, personnel, communications center management, records management, property management, and/or identification services.
- Develops and implements strategic plans, goals, and objectives for assigned Units in accordance with core purpose, mission, vision, and values of the organization; develops, recommends, and administers policies and procedures; establishes priorities; monitors efficiency and effectiveness of Unit work products through quality control and related activities.
- Selects, assigns, trains, directs, and evaluates staff, , professionals, supervisors, and others; assures proper training and guidance for staff; identifies and maintains standards of staff proficiency for specialized functions.
- Develops and administers Unit budget; analyzes budget data to identify and project resource needs; requests needed resources; recommends strategies to increase Unit funding; may develop grant proposals and/or monitor grant-funded programs; monitors and approves budget expenditures within limits of authority; prepares complex statistical and narrative reports, correspondence, and other documents.
- Coordinates assigned activities with management/staff, City officials/managers, other City employees, and outside agencies; may participate on committees and task forces as assigned; attends meetings, conferences, and workshops as assigned; may testify in court and/or before legislative bodies.
- Assures Unit compliance with and enforcement of applicable Federal, State, and local laws, ordinances, and codes.
Qualifications
Knowledge of:
- Principles and practices of modern public administration including planning, organizing, staffing, directing, and controlling.
- Principles and practices of human resources management, supervision, and training.
- Advanced principles, practices, methods, and techniques of public safety in records management, technology, and property management, depending upon area of assignment.
- Current literature, laws, regulations and developments, as well as various agencies that impact public safety services in area of assignment.
- Research methods, report writing techniques, statistical concepts and methods, principles and techniques of project management.
Skill In
- Use of modern office equipment, including computers, computer applications and software.
- Use of modern communication methodologies and media.
Ability To
- Manage and oversee an administrative unit; make decisions under pressure.
- Supervise subordinate personnel, including supervisors, and technicians.,
- Develop and implement public safety related strategic plans, policies, and procedures.
- Develop, recommend, administer, and control moderate-sized budgets.
- Read and interpret complex laws and regulations regarding public safety services.
- Establish and maintain effective working relationships with public officials, public/private agencies, and the general public on a variety of issues.
- Prepare complex narrative and statistical reports, correspondence, and other documents.
Experience
EXPERIENCE AND EDUCATION
Five years of increasingly responsible professional administrative experience, including at least three years in a supervisory position. Experience in a public safety setting is highly desirable.

Possession of a bachelor's degree from an accredited college or university with major coursework in, public administration, business administration, or public safety administration or a related field.
Substitution
Possession of a Master's Degree in a related field will substitute for one year of required professional administrative experience.
