Project Controls Specialists

Morgner Construction Management is looking for Project Controls Specialists to perform professional project controls duties in support of construction and program management contracts for rail, transit, and transportation infrastructure projects. Supports budget development, cost monitoring, schedule oversight, change management, and financial reporting for assigned contracts; develops and maintains project controls databases and management tools; provides analysis and forecasting to project management staff; and supports project controls compliance with agency policies and procedures.

ESSENTIAL FUNCTIONS

The following duties are a representative summary of the primary duties and responsibilities. I may be required to perform additional, position-specific duties. Performs project controls functions for assigned rail and transit construction contracts including contract setup, WBS development, account coding, budget establishment, and progress reporting. Processes contractor progress payments; reviews payment applications for accuracy, completeness, and compliance with contract terms; coordinates payment approval with project management. Tracks and forecasts project costs; monitors contract budgets at the task level; identifies and reports budget variances and potential overruns; develops estimates to complete (ETC) by phase. Administers change control management activities including review of change order requests, preparation of independent cost estimates, assembly of change order packages, and tracking through approval. Monitors contractor and consultant schedule performance; coordinates with project schedulers on schedule reviews, update processing, and schedule variance reporting. Supports development of project baseline documents and annual spending plans/cash flows; prepares budget worksheets and forecasting models. Utilizes an Earned Value Management System (EVMS) to analyze project performance metrics and prepare cost and schedule performance reports. Maintains contract and project data in agency contract management systems including Primavera Contract Manager or equivalent financial management systems. Prepares monthly project controls reports, variance analyses, and risk status summaries for project managers and program-level reporting. Provides project controls training and guidance to project team members on agency systems, policies, and procedures. Other duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience: Bachelor’s degree in Engineering, Construction Management, or closely related field and five years of progressively responsible project controls experience on rail, heavy civil, or transportation infrastructure projects; OR an equivalent combination of education and experience. Preferred Licenses or Certifications Certified Cost Professional (CCP) or Earned Value Professional (EVP) by AACE International. Planning and Scheduling Professional (PSP) by AACE International. Project Management Professional (PMP) by the Project Management Institute. Required Knowledge and Skills Operational characteristics, services, and activities of a capital program. Project controls principles and practices for large construction and capital programs. Cost estimating, scheduling, earned value management, and risk management principles. Contract administration and change management for construction contracts. Work breakdown structure (WBS) development and application to project scope. Agency financial management systems and contract management databases (Primavera, Oracle, or equivalent). Proficiency with Microsoft Office Suite and project controls software applications. Analytical and problem‑solving skills for cost and schedule data analysis and reporting. Written and verbal communication skills for technical reporting across all levels of the organization.
