Safety Emergency Preparedness Coordinator

OUR MISSION

Our mission is to ensure the physical, operational, and financial integrity of the regional flood risk management system in southeastern Louisiana as a defense against floods and storm surge from hurricanes. We accomplish this mission by working with local, regional, state, and federal partners to plan, design, construct, operate, and maintain projects that will reduce the probability and risk of flooding for the residents and businesses within our jurisdiction.

OVERVIEW OF THE ROLE

The Safety and Emergency Preparedness Coordinator supports the Authority’s safety, regulatory compliance, and emergency management programs across its levee districts, facilities, police departments, and flood protection infrastructure. Reporting to the Safety Manager, the position coordinates emergency preparedness activities, conducts safety inspections and incident investigations, delivers training, supports grant administration, maintains required records, and works with local, state, and federal partners during emergency response and recovery operations. Success in this role requires strong knowledge of emergency management and workplace safety practices, including FEMA Incident Command Systems and OSHA, EPA, DOT, NFPA, fire code, and related regulatory requirements. Key competencies include sound judgment, attention to detail, accident investigation, risk assessment, training and public speaking, relationship building, written communication, organization, grant compliance, and the ability to coordinate effectively across multiple departments and outside agencies. The individual must also be comfortable working in field environments, responding during severe weather events, and managing several priorities in a high‑risk operational setting. This opportunity is unique because it combines safety leadership, emergency preparedness, community education, regulatory compliance, and field inspection responsibilities in direct support of Southeast Louisiana’s hurricane and flood‑protection mission. The selected candidate will help protect employees, the public, and critical infrastructure while contributing to coordinated emergency operations across multiple jurisdictions and government agencies.

QUALIFICATIONS

Four years of experience in safety inspection or training, emergency preparedness, safety education or promotion, or administrative services; OR Six years of full‑time work experience plus one year of experience in safety inspection or training, emergency preparedness, safety education or promotion, or administrative services; OR A bachelor’s degree plus one year of experience in safety inspection or training, emergency preparedness, safety education or promotion, or administrative services; OR An advanced degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. JOB DUTIES

Serve as agency liaison with local, state and federal departments, and other similar entities in order to facilitate plan development, response effort coordination, and exchanges of personnel and equipment Serve as instructor for required FEMA training classes related to Incident Command Systems and emergency response and recovery Represent the agency in meetings with partnering agencies as requested by the Safety Risk Agency Manager Develop and coordinate training programs and presentation materials as it relates to emergency preparedness Attend meetings, conferences, and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management personnel Consult with the Safety Risk Agency Manager in the development and implementation of safety and health programs to reduce or eliminate occupational injuries and illness Conduct safety meetings for all SLFPA‑E employees on health and safety issues and inform them of safety/risk policies and procedures Conducts safety inspections and maintains reports on SLFPA‑E office buildings, job sites, and equipment to ensure compliance with safety and fire codes Coordinates special event and film production permits, safety and security, and the inspection of the property before, and post‑event or film production for the release of the security deposit Ensures all required safety and security documentation is completed and submitted to the designated Engineer for record maintenance

POSITION‑SPECIFIC DETAILS

Appointment Type: This appointment type can be filled as Probational, Promotional, Lateral Transfer, Detail to Special Duty or Job Appointment. Career Progression: This position does not participate in a Career Progression Group. Compensation: The salary offered will be determined based on qualifications and experience. NOTE: The Southeast Louisiana Flood Protection Authority - East (SLFPA‑E) is an emergency‑oriented agency. Part of the SLFPA‑E's mission is to protect the residents of the east‑bank of Jefferson Parish, St. Bernard, and the east bank of Orleans from tidal surge, wind‑driven water, and river flooding. In emergencies during Mississippi River flooding and Hurricane/ Tropical storm events, the incumbent will be on call and must report for duty if so required and remain on duty in such situations until released from duty by the Appointing Authority.
