Job Description

Job Summary
Serves as a technical leader providing full lifecycle support for legacy IRS mainframe systems within the MFRA Branch. This role is responsible for analysis, design, coding, testing, and implementation of Operations & Maintenance (O&M) activities as well as complex legislative and Filing Season changes.

Key Responsibilities

Analyze, design, code, test, and implement COBOL/CICS/DB2 applications and modifications
Perform iSAT testing, FIT readiness, defect resolution, and production deployments using Endevor
Support Business Master File (BMF/IMF) systems, CFOL command codes, and interfacing applications
Conduct performance tuning, troubleshooting, and rapid resolution of P1/P2 production incidents
Develop and maintain OneSDLC/ELC artifacts (COH, PRP, SDP, SDSR, STP, etc.)
Provide mentoring and knowledge transfer to IRS personnel
Ensure compliance with PECP Guidelines, ServiceNow, and IRS security requirements

Minimum Qualifications

Bachelors degree in Computer Science, Information Technology, or related field
At least 8 years of hands-on experience in COBOL, CICS, and DB2 development in a mainframe environment
Proven experience with legacy IRS or equivalent high-volume transactional systems
Strong knowledge of JCL/AEV JCL, File Manager, IBM Debugger, Endevor, and ELM Suite (DOORS Next, ETM, Jira)
Experience with Filing Season readiness, legislative changes, and production support
