Blue Hour Housing is tackling this crisis head-on. We develop and manage high-quality, affordable workforce housing through partnerships with employers, nonprofits, and government agencies. Using adaptive reuse, strategic renovations, and new construction, we're creating housing solutions where they're needed most. We've proven the model. The Opportunity

Blue Hour Housing is seeking a Senior Manager of Property Operations to own the operating performance of our workforce and employee housing portfolio. This is a senior leadership role with full accountability for property-level execution, team management, financial controls, and employer-partner relationships across a multi-state portfolio that is actively growing.

The Senior Manager takes ownership of stabilized assets from transition operations and is responsible for executing the Blue Hour operating playbook through on-site and remote property teams. This is not a role for someone who manages the work. It is a role for someone who owns the outcome: occupancy, physical condition, expense control, service standard, and team performance are all theirs.

The right candidate has operated inside an institutionally managed or PE-backed residential platform, knows how to build scalable systems while managing day-to-day performance, and can develop a lean team without losing grip on property-level detail.

What You Will Do

Property Operations

• Oversee day-to-day and long-term operating performance across the BHH portfolio; serve as the accountable leader for physical condition, service standard, and tenant experience at every property
• Implement and maintain the Blue Hour operating playbook across on-site and remote property teams; enforce SOPs, quality controls, and property systems with consistency
• Serve as the primary escalation point for property-level issues; make real-time operating decisions with sound judgment and urgency
• Travel to properties periodically throughout the year to conduct inspections, support on-site teams, and maintain employer-partner relationships
• Serve as a senior point of contact for employer-partners and tenants; represent BHH professionally in all stakeholder interactions

Team Leadership

• Lead, develop, and manage a team of on-site and regional property managers; provide clear direction, performance accountability, mentorship, and professional development support
• Hire and onboard property-level staff ahead of each asset handoff; staff each property to Blue Hour standards before transition to steady-state operations
• Build the BHH property management staffing model across on-site and offshore resources as the portfolio scales
• Foster a culture of accountability, ownership, and continuous improvement across the PM team

Performance, Controls and Reporting

• Define the Blue Hour service standard and partner to establish operational KPIs across the portfolio; monitor performance against benchmarks and drive corrective action where required
• Manage property-level financials in partnership with asset management; control expenses against approved budgets, and flag variances early with specific recommendations
• Monitor and, where required, execute recurring property inspections: life safety, mechanical, lock and access systems, move-in and move-out, and unit inspections
• Maintain audit-ready property records, tenant files, and compliance documentation across all assets

Systems and Vendor Management

• Utilize AppFolio as the primary property management platform across the portfolio; ensure accurate data, consistent utilization, and operational efficiency across all sites
• Maintain and improve the Notion property management hub; keep operational documentation, vendor boards, and inspection templates current and actionable
• Establish and manage vendor and contractor relationships at the portfolio level; coordinate repairs, maintenance projects, and capital work in collaboration with on-site managers and asset management
• Evaluate and adopt software and technology platforms that drive operational efficiency; stay current on tools used across institutional residential platforms
• Manage vendor invoice review and expense submissions through Ramp in accordance with BHH approval and coding standards

Cross-Functional and Growth

• Receive stabilized assets from transition operations; lead the operational handoff process, populating templates and vendor boards and ensuring the property team is ready before go-live
• Collaborate with asset management, acquisitions, and capital teams to onboard new properties, employer-partners, and management contracts seamlessly
• Build Blue Hour Property Management into a durable, fee-generating business; support third-party management mandates as they are sourced and onboarded
• Contribute to the development of the BHH CapEx and Turn Directive and operations playbook; codify standards so the team executes consistently at scale

What You Bring

Non-Negotiable Requirements

• 5–10 years of progressive property management experience, including multi-site oversight of geographically dispersed residential assets
• Demonstrated team leadership experience: hiring, managing, and developing on-site and regional property managers
• Proficiency in one or more of major property management platforms (AppFolio preferred but not required)
• Proven track record of managing property-level financials, budgets, and expense controls with accountability for results

Additional Required Skills

• Strong operational judgment: able to triage, prioritize, and resolve property-level issues with urgency and pragmatism
• Demonstrated ability to build and enforce SOPs, playbooks, and quality control systems across a dispersed team
• Excellent written and verbal communication skills; able to engage credibly with employer-partners, tenants, contractors, and executive leadership
• Financial literacy sufficient to read property-level P&Ls, manage to a budget, and deliver clear variance analysis
• Disciplined documentation and organizational habits across multiple concurrent workstreams
• Comfort working in a lean, remote-first environment where the infrastructure is still being built

What Sets You Apart

• Experience in workforce housing, employee housing, or employer-leased residential communities
• Familiarity with Ramp or equivalent expense management and AP platforms
• Experience managing a portfolio through active renovation, lease-up, or stabilization phases
• Background working with offshore or remote property management resources
• Experience supporting third-party management mandates or fee-based PM business development
