About the Positions We're seeking Safety Managers to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. We hire across the level range, from safety oversight on a single construction package to safety leadership across concurrent contracts. You'll enforce contractual safety requirements, verify in the field that committed controls are the controls actually in place, and keep a defensible record of both. This post is for future roles and not for a specific opportunity that is available right now. We accept applications and conduct interviews in advance of upcoming hiring needs. When a candidate is selected, their profile is activated in our talent pool for this specialty area. We notify our talent pool candidates first whenever we have a project need. Responsibilities may include, but are not limited to, the following:
Specific plan details and coverage for each benefit noted above will be provided upon offer. If you wish to be considered for a position where there is not an active job posted, please search for our 'General Application' and apply.

The employer will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS) with information from each new employee's I-9 to confirm work authorization. - May lead program-level safety governance across concurrent construction contracts, and develop the enterprise safety procedures, audit protocols, and escalation paths that the program's contractors are held to.
- Review and accept site-specific safety plans, job hazard analyses, and activity hazard analyses for conformance with program safety requirements and applicable OSHA regulations, and track open items to closure.
- Audit contractor safety performance in the field, and observe high-hazard activities during site walks to confirm the controls in the accepted plan are the controls actually in place at the work face.
- Drive corrective action through to verified closure rather than repeat finding.
- Oversee incident investigation, evaluate the contractor's root cause findings for adequacy, and confirm that corrective actions were implemented and actually worked.
- May administer the program safety requirements carried in the contract documents, including safety submittals, training and certification tracking, competent person designations, and OSHA recordkeeping and reporting.

- Confirm the required engineering, permits, and approvals are in place before high-hazard work proceeds.
- Evaluate safety controls in active operating environments, including work zones, live service areas, and confined space entry at operating facilities.
- May lead, develop, and evaluate the safety staff assigned across your contracts, and hold their audit and observation documentation to a consistent program standard.
- Coordinate safety planning across overlapping contractor operations and schedule sequencing in preconstruction and pre-activity meetings, so shared hazards and interfaces are settled before crews mobilize.
- Analyze leading and lagging safety indicators across the program, report incident trends, audit results, and contractor safety performance to program leadership, and call for safety stand-downs when the data warrants.
- Coordinate with federal, state, and local regulators during inspections and investigations, and represent the program's response, positions, and follow-up commitments.
- Excellent written and verbal communication and interpersonal skills.
- Excellent multi-tasking and organizational skills.
- Collaborative mindset that fosters teamwork, trust, and positive relationships.
- Natural curiosity, problem-solving abilities, and a commitment to continuous improvement.
- Bachelor's degree in occupational safety and health, safety engineering, construction management, or civil engineering, or related field, or equivalent combination of education and experience.
- 10+ years of construction safety experience for large (>$500M), complex, heavy-civil infrastructure projects.
- Experience developing or reviewing site-specific safety plans, job hazard analyses, or activity hazard analyses against contract and regulatory requirements.
- Experience conducting field safety audits and inspections, holding another company accountable to safety requirements including stop-work situations, and tracking corrective actions to documented closure.
- Experience with incident investigation and root cause analysis, including corrective action follow-up and trend reporting.
- Experience leading, mentoring, or supervising field safety staff on an active construction site.
- Working knowledge of OSHA 29 CFR 1926 and OSHA recordkeeping and reporting obligations.
- Working knowledge of high-hazard heavy civil construction activities, including excavation and shoring, confined space entry, fall protection, crane and rigging operations, energized work, and work zone traffic control.
- Experience with industry standard safety, EHS, and incident reporting software (e.g., Enablon, Intelex, Procore, etc.).
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).
- Master's degree in occupational safety and health, safety engineering, construction management, or civil engineering.
- Active professional certifications such as CSP, CHST, or STSC (BCSP), and/or CIH (ABIH).
- Experience serving as the owner's lead safety representative, or in an owner's representative, program management, or construction management safety oversight capacity.
- Experience owning program-level safety governance across multiple concurrent contracts on a $1B+ program, including enterprise procedure development, audit program design, escalation protocols, and safety culture initiatives.
- Experience overseeing contractor safety on a package exceeding $100M in construction value.
- Familiarity with rail safety requirements such as FRA or FTA roadway worker protection, or with airfield safety and security requirements on an operating airport.
- Experience developing and delivering safety orientation and training programs for owner staff and personnel.
- Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
