DescriptionJob Summary: The Vice President Health Plan Delivery System Operations and COO (COO) is accountable for the strategy and performance of a large complex regional delivery system. Delivery system operations include primary care, specialties, ambulatory surgery centers, clinical decision support units, urgent care, regional laboratory operations, pharmacy and fulfillment and distribution, and imaging in settings that run 24/7 and deal with patient of greater complexity and acuity than a typical outpatient ambulatory setting. The COO has an integral role in strategic hospital partnerships and integration with the regional delivery system.The individual oversees personnel, facilities, patient care experience, capital projects and P&L. Working in full partnership with the Mid-Atlantic Permanente Medical Group (MAPMG) Chief Operating Officers for Primary Care, Speciatly Care and Acute Care is accountable for the quality and cost performance of the delivery system, and, ultimately the improvement of member health and achievement of strategic goals.The individual has responsibility for the delivery system operations of the Kaiser Permanente Mid Atlantic States regional delivery system, including- 6,000 employees, an annual expense budget of $1.5 billion. Also serves as regional executive leader for Labor Management Partnership.The COO must work closely with MAPMG and Labor to establish mutual performance expectations based on leading local competitive and national benchmarks. These market leading performance expectations will drive strategy and requirements of operational areas including medical office operations, external provider affiliations and relations, quality and service initiatives.Consistently supports compliance and the Principles of Responsibilities (Kaiser Permanentes Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable federal, state, and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanentes policies and procedures.Essential Responsibilities:In partnership with physician partners, develop and execute strategies to position Kaiser Permanente as the preeminent health system in the region. Set the national bar for quality outcomes, service and affordability while ensuring long-term financial viability of the region. Makes decisions and takes actions not only to optimize performance at the micro service or site level but also considers and understands how certain investments impact total performance across the delivery system (cost, quality, service, access).Working in full partnership with the MAPMG leaders, accountable for the operations of the delivery system - including design, budget, oversight of operations and performance. Clinical quality, access, member experience, affordability and profit/loss.Ensure access to services exceed member expectations - location, hours of operations, wait times and convenience.Optimize capacity and productivity to continuously improve affordability.Implements processes and standards that result in the highest quality outcomes.Ensure 24/7 access to appointments, advice and emergency/urgent servicesSeamless integration of ancillary and support services to ensure an exceptional member experienceEnsure optimal delivery of pharmaceutical services in retail sales and clinical managementDevelop and implement integrates capital plans and budgetsDirects the activities of Quality and Regulatory leaders to ensure compliance with applicable requirements, including federal, state and local laws and regulations pertaining to licensure, quality improvement/assurance, fire inspection, emergency preparedness, and other safety measures.In partnership with MAPMG physician leaders is responsible for overseeing contracting and performance services provided by contracted hospitals, physicians and other outside service providers.Leadership and Management:Directs and manages multitude of simultaneous work streams and projects. Leads with a true sense of urgency with the ability to engage the workforce to do the right thing every time for the member, patient and customer.Establishes clear lines of responsibility and accountability for service area operations and ancillary services throughout the Region. Ensures collaboration and sense of urgency around performance improvement.Ensure that operations leaders connect seamlessly with market and health plan administration in order to create an exceptional experience for our members.Create constructive relationships with MAS labor partners to effectively operationalize the spirit and intent of the Labor Management Partnership. Include a focus on harnessing the power of unit and department based teams.Expertly engage management and employees in improving productivity and performance through two-way communication opportunities, transparency of actions and by expecting innovation and problem solving.Medical Group Relationship:Build strong, collaborative partnerships between MAPMG and KFHP functional areas to deliver market performance and outcomes.Ensure that Health Plan accountabilities are upheld through appropriate oversight of certain Medical Group activities and delegated responsibilities.QualificationsBasic Qualifications:ExperienceMinimum eight (8) years of senior leadership in an integrated delivery system, inclusive of a broad range of responsibilities.EducationBachelors degree required.License, Certification, RegistrationN/AAdditional Requirements:Accomplishments in the transformation of complex operations, strategy, market development, operations and finance.In depth knowledge and experience in delivery system operations, facility planning, clinical service line and business development.Successful experience working in partnership with physician leaders in the provision of care, management of operations, and strategy development.Experience leading in a union environmentProven ability to make performance based business and strategic decisionsStrong analytic and problem solving skillsDecisive action oriented leaderBehavioral Competencies:Including but not limited to:A dynamic leader focused on driving positive change and building strong motivated teams.Open, transparent and continuous two-way communicationAbility to respectfully question assumptions, assertions of facts and expeditiously arrive at a course of action.Excellent interpersonal skills (problem solving, listening and communication skills) characterized through effective interactions with a diverse range of constituents and stakeholders.Demonstrated political savvy - able to operate in complex situations and remain effectiveAbility to develop strategic agenda and develop cooperative relationship and influence to deliver on the strategy.Preferred Qualifications:Masters degree in business or health care strongly preferred.Job Field: External Medical ServicesJob Type: StandardSchedule: Full-timeJob Level: Executive/VPTravel: NoEmployee Status: Regular
