Agency Description

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City, and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.

The Office of the Director of Finance (Finance) is charged with overseeing the City’s financial, accounting, and budgetary functions, including:

• Establishing fiscal policy guidelines.

• Overseeing the City’s budget and financial management programs.

• Recording and accounting all City financial activities.

Finance administers the City’s payroll activities and risk management functions, issues financial reports, and oversees expenditures and reports on all grants. Finance strives to ensure that the City maintains long-term fiscal stability while meeting its policy goals.

Job Description

Overview

The Interface Lead will play a key role in modernizing, optimizing, managing, coordinating, and supporting system interfaces/integrations across OnePhilly. This position is responsible for leading the design, development, implementation, and maintenance of all system interfaces and data integrations between the core Oracle/ERP OnePhilly platform and external city systems, third-party vendors, pension boards, and financial institutions. This position requires strong technical and analytical capabilities, excellent communication skills, and the ability to quickly learn and adapt to new technologies. The Interface Lead will work directly with the Director, collaborating closely on interface strategy, documentation, testing, and ongoing improvements.

Key Responsibilities

• Leadership & Strategic Alignment: Collaborate directly with the Director of OnePhilly to prioritize interface needs, escalate critical issues, and provide ongoing updates on interface performance and project progress.

• Integration Strategy & Architecture: Define and execute the interface development strategy, ensuring integrations align with City architectural standards, data security policies, and the overarching OnePhilly project roadmap.

• End-to-End Delivery: Lead the full lifecycle of data interfaces, including requirements gathering, data mapping, technical specification design, building, testing, and deployment.

• Stakeholder & Vendor Coordination: Serve as the primary technical point of contact for external benefit vendors, banks, vendors, and 50+ city operating departments to facilitate seamless data exchange.

• Quality Assurance & Testing: Formulate strict testing protocols (Unit, System Integration, and User Acceptance Testing) to ensure HR, OTL, payroll, pension, and benefit transactions process with 100% data integrity.

• Monitoring & Incident Management: Oversee daily interface processing, error-handling protocols, and performance tuning. Quickly diagnose, troubleshoot, and resolve critical data mismatches or interface failures.

• Compliance & Security: Ensure all inbound and outbound file transfers (SFTP, Direct Access, flat files) comply with modern data security policies, PII regulations, and strict audit requirements.

• Team Leadership: Provide guidance and mentorship to developers, data analysts, and business analysts working on data integrations.

Required Skills & Qualifications

• Strong technical and analytical skills with the ability to interpret complex data and system interactions

• Demonstrated ability to learn quickly and adapt to new software, tools, and technologies.

• Experience with interface testing, troubleshooting, and documentation.

• Excellent communication skills, including the ability to convey technical concepts to non-technical stakeholders.

• High attention to detail and strong organizational skills.

• Ability to work independently and collaboratively in a fast-paced environment.

• Familiarity with system integrations, data mapping, or workflow design is a plus

• Expertise with Windows MS Office suite is a must.

Qualifications

Education and Experience:

Completion of a Bachelor’s Degree Computer Science, Information Systems, Information Technology, Data Analytics, or a closely related field.

Five years of progressively responsible experience supporting, developing, testing, or managing enterprise system interfaces and data integrations.

At least two years of experience coordinating technical work, or providing functional or technical guidance to developers, analysts, vendors, or project teams.
