FACILITIES MAINTENANCE ELECTRICIAN

Perform specialized technical tasks and diagnostics in the maintenance, repair, and troubleshooting of electrical and electronic components for City water and wastewater facilities. Perform skilled electrical work on 480‑volt, and medium‑voltage systems up to 4160 volts. This position operates under the moderate supervision of the assigned supervisor, with opportunities to exercise supervisory responsibilities over a small crew, ensuring the efficient and effective completion of assigned tasks. Primary Responsibilities Diagnose and troubleshoot industrial electrical components, motor controls, VFDs, PLC I/O, and SCADA. Repair and replace industrial electrical components. Install new electrical circuits and systems; inspect electrical systems to ensure compliance with the National Electrical Code. Perform intermediate technical and skilled work in the maintenance, repair, and replacement of machinery and equipment in a water and/or wastewater treatment plant; does related work as required. Develop and prioritize work assignments; requisition necessary equipment and materials; maintain accurate records of time and materials; communicate job requirements and receive instructions from the supervisor; train and instruct unskilled and semi‑skilled workers. Participate in the emergency on‑call rotation. Knowledge and Skills Thorough knowledge with the National Electrical Code and relevant local and state regulations and codes. Understanding of advanced industrial electrical installation and repair practices and techniques. Knowledge of materials, methods, tools, equipment, and supplies used for testing and repairing electrical systems. Awareness of occupational hazards and safety precautions, including the proper use and storage of chemicals, and understanding OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals in the workplace. Proficiency in responding to work orders, troubleshooting, and diagnosing electrical problems and failures. Skill in estimating the necessary materials, time, parts, and equipment required to complete assignments. Ability to maintain accurate repair and maintenance records and interpret blueprints and schematics. Capability to follow and enforce safety standards, including working in detention facilities and other secure areas. Assist with commissioning and startup of new electrical equipment, plant expansions, and system upgrades. Install, troubleshoot, and maintain 480/277‑volt, 240‑volt, and 120‑volt electrical systems, including MCCs, control panels, and branch circuits. Ability to diagnose electrical failures in critical water and wastewater treatment equipment. Proficiency with electrical test equipment, including multimeters, insulation resistance testers (meggers), and voltage detection devices. Working knowledge of motor controls, VFDs, PLC I/O, and SCADA‑connected systems. Thorough understanding of electrical safety practices, arc‑flash hazards, and energized work procedures. Ability to work independently, prioritize critical systems, and respond effectively during emergencies. Perform skilled work in the maintenance, repair, and replacement of machinery and equipment in a water and/or wastewater treatment plant; does related work as required. Ability to work independently to complete daily tasks according to the work schedule. Education and Experience Associate's degree in electronic technology or another closely related field with moderate experience in the maintenance of automated electrical or electronic control systems, or an equivalent combination of education and experience. Minimum Qualifications Thorough knowledge of the installation, repair, troubleshooting, and replacement of all electrical components and the ability to apply this knowledge to general municipal building facilities, including water and wastewater treatment and pump station equipment. Thorough knowledge of the National Electrical Code, skilled in the use of all diagnostic equipment to successfully repair electronic components. Working knowledge of industrial electrical systems, including 480 V and medium voltage systems up to 4160 V. Ability to assist in performing skilled work in the maintenance, repair, and replacement of machinery and equipment in a water and/or wastewater treatment plant; does related work as required. Ability to prepare reports, read and understand electrical schematics and line diagrams. Special Requirements NIMS 100, 200, and 700 training certificates within 12 months of hire. Minimum of 4 years of progressive experience in the industrial electrical field. Valid North Carolina driver's license. Physical Demands and Work Environment 1. Crouching: bending the body downward and forward by bending the leg and spine. F. Crawling: moving about on hands and knees or hands and feet. G. Reaching: extending hand(s) and arm(s) in any direction. H. Standing: particularly for sustained periods. I. Walking: moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. J. Pushing: using upper extremities to press against something with steady force in order to thrust forward, downward, or outward. K. Pulling: using the upper extremities to exert force to draw, drag, haul, or tug objects in a sustained motion. L. Lifting: raising objects from a lower to a higher position or moving objects horizontally from position to position. M. Fingering: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand or arm. N. Grasping: applying pressure to an object with the fingers and palm. O. Feeling: perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of the fingertips. P. Talking: expressing or exchanging ideas using the spoken word. Q. Hearing: perceiving the nature of sounds at normal spoken word levels with or without correction. R. Repetitive Motions: substantial movements (motions) of the wrists, hands, and/or fingers. 2. The physical requirements of this position: A. Medium Work: exerting up to 50 pounds of force occasionally, or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. 3. The visual acuity requirements including color, depth perception, and field of vision: Operating machines such as lathes, drill presses, power saws, and mills where seeing job is at or within arm’s reach. Performing mechanical or skilled trades tasks of a non‑repetitive nature such as carpenters, technicians, service people, plumbers, painters, mechanics, etc. 4. The conditions the worker will be subject to in this position: A. The worker is subject to outside environmental conditions: No effective protection from weather. B. The worker is subject to both environmental conditions: Activities occur inside and outside. C. The worker is subject to extreme cold: temperatures below 32 degrees for periods of more than one hour. D. The worker is subject to noise: there is sufficient noise to cause the worker to shout to be heard above the ambient noise level. E. The worker is subject to vibration: exposure to oscillating movements of the extremities or whole body. F. The worker is subject to hazards: including various physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to high heat, or exposure to chemicals. G. The worker is subject to atmospheric conditions: one or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dusts, mists, gases, or poor ventilation. H. The worker is subject to oils: there is air and/or skin exposure to oils and other cutting fluids. I. The worker frequently is in close quarters, crawl spaces, shafts, manholes, small‑enclosed rooms, small sewage and water line pipes, and other areas that could cause claustrophobia. J.
