Sommaire du poste :

Le ou la gestionnaire de programme est responsable de la gestion complète du programme de dotation de l'entreprise pour un client. Ce rôle comprend la prestation d'un service à la clientèle exceptionnel, la gestion des processus d'embauche, la supervision du personnel de soutien ainsi que l'établissement d'objectifs clairs.

À titre de principal point de contact, le ou la gestionnaire de programme représente Acara pour répondre aux préoccupations des clients et des employés contractuels. Cette personne collabore étroitement avec le client afin d'assurer le respect de tous les processus et procédures établis tout en atteignant et maintenant les indicateurs clés de performance (ICP).

Responsabilités principales :

  • Superviser la prestation quotidienne des services du programme en répondant efficacement aux besoins spécifiques du client et en agissant comme principal point de soutien pour les clients et les employés contractuels.
  • Coordonner les horaires et les évaluations des candidats.
  • Superviser et gérer une équipe de contractuels sur site, résoudre les enjeux liés aux relations employés en menant des enquêtes approfondies, en fournissant des conseils sur les politiques et en facilitant la résolution des conflits afin de maintenir un environnement de travail positif.
  • Développer des relations solides avec les clients, favoriser une collaboration positive et identifier des occasions d'améliorer les ventes et la prestation de services.
  • Agir comme principal point de contact pour les demandes des employés contractuels liées à la gestion du temps, à la paie, aux formulaires fiscaux, à l'indemnisation des accidents du travail, à l'administration des avantages sociaux, aux changements d'adresse et aux vacances.
  • Soutenir les processus d'accueil et de départ des employés, les orientations et autres activités liées aux employés.
  • Gérer les fonctions administratives, notamment l'administration du personnel, la paie/facturation, la conformité aux programmes qualité, la coordination avec les agences temporaires, le respect des exigences de sécurité interne (si applicable), la préparation de rapports et la gestion documentaire conformément aux politiques de l'entreprise.
  • Veiller au respect des indicateurs de performance établis par l'entreprise.
  • Gérer les processus exigés par le client, incluant les tests de dépistage et la documentation liée aux habilitations de sécurité.
  • Maintenir la confidentialité des données en ressources humaines et assurer l'intégrité des opérations.
  • Préparer et présenter des rapports détaillés, incluant des analyses financières, aux clients et aux parties prenantes corporatives.
  • Administrer et offrir un soutien de premier niveau pour les systèmes de gestion des fournisseurs (ex. : Fieldglass), lorsque requis, incluant la documentation des exigences, des soumissions et des processus connexes.
  • Collaborer régulièrement avec les équipes de succursale et corporatives concernant les mises à jour de paie, les enjeux administratifs, les relations employés et les dossiers d'indemnisation des accidents du travail.
  • Déplacements occasionnels : déplacements requis de 10 à 15 %, généralement jusqu'à deux fois par trimestre, afin de soutenir des clients clés, participer à des réunions ou assister à des événements pertinents.

Qualifications et compétences :

Exigences :

  • De 3 à 5 années d'expérience en ressources humaines et/ou en dotation, avec une compréhension démontrée des lois en ressources humaines, des opérations RH et des principes de gestion de programmes.
  • Maîtrise des applications Office 365, incluant Excel, PowerPoint et Word, avec de solides compétences avancées dans Excel.
  • Excellentes aptitudes en service à la clientèle, avec la capacité de répondre efficacement aux préoccupations des clients et des employés contractuels.
  • Connaissance des processus de paie, de l'administration des avantages sociaux ainsi que de la conformité aux politiques et procédures de l'entreprise.
  • Excellentes compétences organisationnelles et administratives, incluant la production de rapports et la gestion de dossiers confidentiels.
  • Solides capacités d'analyse, de résolution de problèmes et de gestion des conflits.
  • Capacité à atteindre les indicateurs clés de performance (ICP) et à gérer les exigences propres au programme, notamment les tests de dépistage et la documentation liée aux habilitations de sécurité.
  • Excellentes compétences en communication permettant une collaboration efficace avec les équipes corporatives, les clients et les employés contractuels.

Atouts :

  • Expérience en gestion de programmes de dotation ou dans un rôle similaire, particulièrement dans un environnement orienté client.
  • Capacité démontrée à gérer, encadrer et superviser du personnel.
  • Connaissance des systèmes de gestion des fournisseurs (Vendor Management Systems - VMS), tels que Fieldglass, incluant leur administration et le soutien de premier niveau.

Exigences physiques, environnement de travail et déplacements :

  • Ce poste évolue dans un environnement de travail moderne et hybride utilisant des technologies telles que des ordinateurs portables, des outils de vidéoconférence, des applications infonuagiques et des plateformes collaboratives. Une flexibilité pour le télétravail est offerte, bien que le travail au bureau puisse nécessiter l'utilisation d'équipements standards tels que des ordinateurs, téléphones et imprimantes.
  • Les exigences physiques décrites ci-dessous représentent celles nécessaires pour accomplir avec succès les fonctions essentielles du poste. Dans l'exercice de ses fonctions, la personne titulaire du poste doit régulièrement être capable de communiquer clairement et d'entendre efficacement afin d'interagir avec les autres. Le rôle exige également fréquemment de demeurer debout, de marcher, d'utiliser les mains pour effectuer des t"ches de motricité fine et d'atteindre certains objets avec les bras.

Job Summary:

The Program Manager oversees the comprehensive management of the Company's staffing program for a client. This role involves delivering exceptional customer service, managing hiring processes, supervising support staff, and establishing clear goals and objectives. Acting as the primary point of contact, the Program Manager represents Acara in addressing customer and contractor concerns. They collaborate closely with the client to ensure adherence to all established processes and procedures, while consistently achieving and maintaining all Key Performance Indicators (KPIs).

Essential Duties and Responsibilities:

  • Oversee the day-to-day delivery of program services, focusing on effectively addressing client-specific needs and serving as the primary point of support for customers and contractors.
  • Schedule and candidate evaluations.
  • Supervise and manage an onsite team of contractors, addressing employee relations issues by conducting thorough investigations, providing policy guidance, and facilitating conflict resolution to maintain a positive workplace environment.
  • Foster strong client relationships, promote goodwill, and identify opportunities to enhance sales and service delivery.
  • Act as the main point of contact for contractor inquiries related to timekeeping, payroll, tax forms, workers' compensation, benefits administration, address changes, and vacations.
  • Assist with onboarding and offboarding processes, orientation, and other employee-related activities.
  • Manage administrative functions, including personnel administration, payroll/billing, quality program compliance, coordination with temporary agencies, internal security compliance (if applicable), report preparation, and file maintenance in line with company policies.
  • Ensure adherence to performance benchmarks as defined by the company.
  • Handle customer-required processes, including drug testing and security clearance paperwork.
  • Maintain confidentiality of human resources data and uphold the integrity of operations.
  • Prepare and present detailed reports, including financial analyses, for customers and corporate stakeholders.
  • Administer and provide first-line support for Vendor Management Systems (e.g., Fieldglass), if applicable, documenting requirements, submittals, and related processes.
  • Collaborate regularly with branch and corporate teams on payroll updates, administrative issues, employee relations matters, and workers' compensation cases.
  • Occasional Travel: Required travel of 10-15%, typically up to two times per quarter, to support key clients, attend meetings, or participate in relevant events.

Qualifications and Skills: 

Required:

  • 3-5 years of HR and/or staffing experience, with a demonstrated understanding of HR laws, operations, and program management principles.
  • Proficiency in Office 365 applications, including Excel, PowerPoint, and Word, with strong skills in Excel.
  • Strong customer service skills, with the ability to effectively address client and contractor concerns.
  • Knowledge of payroll processes, benefits administration, and compliance with company policies and procedures.
  • Excellent organizational and administrative skills, including report generation and maintaining confidential records.
  • Strong problem-solving and conflict-resolution capabilities.
  • Ability to meet Key Performance Indicators (KPIs) and manage program-specific requirements such as drug testing and security clearance paperwork.
  • Effective communication skills for collaborating with corporate personnel, clients, and contractors.

Preferred:

  • Experience in a staffing program management or similar role, especially within a client-facing environment.
  • Proven ability to manage and supervise staff.
  • Familiarity with Vendor Management Systems (e.g., Fieldglass), including administration and first-line support.

  • This role operates in a modern, hybrid work environment, utilizing technology such as laptops, video conferencing tools, cloud-based applications, and collaborative platforms. Flexibility for remote work is supported, while in-office settings may still involve the use of standard office equipment like computers, telephones, and printers.
  • The physical demands described here are representative of those required for an employee to successfully perform the essential functions of this job. While carrying out job duties, the employee must regularly be able to speak clearly and hear effectively to communicate with others. The role also frequently requires standing, walking, using hands for fine motor tasks, and reaching with arms.
