General Responsibilities: 

The HR Specialist serves as a key partner to branch leadership, providing comprehensive human resources support across all functional areas including employee relations, recruiting, performance management, compliance, and employee engagement. This role acts as the first point of contact for HR matters at the branch level, ensuring alignment with corporate HR policies while addressing the unique needs of the local workforce. They are skilled at building strong relationships with employees and managers to foster a positive and inclusive work environment.

Schedule : 

• Full-time
• Monday - Friday 
• 8AM - 4:30PM

Pay: $36 - $38 per hour

Specific Duties / Essential Functions:

• In partnership with HR manager, conduct thorough investigations into employee relations issues and document findings.
• Provide HR guidance to branch leaders on performance management and compliance.
• Analyze Branch HR metrics (e.g., turnover, retention) and recommend improvements.
• Support employee development in collaboration with Learning & Development.
• Ensure compliance with employment laws and internal policies.
• Promote a positive and inclusive workplace culture.
• Labor relations and CBA consulting with branch management.
• Bridge communication and partnership between branch and HR leadership.
• Assist with benefits coordination, employee verifications, and paycheck distribution.
• Maintain accurate and up-to-date employee records.
• Support employee questions and direct them to appropriate internal resources(e.g., payroll, benefits, HR leadership).
• Assist with I-9 audits, compliance, and HRIS data entry.
• Serve as the first point of contact at the front desk for employees, visitors, and job applicants in a professional and welcoming manner.
• Receive, log, and route incoming mail and packages appropriately.
• Coordinate with vendors, delivery personnel, and service providers in partnership with the Branch Manager to ensure smooth site operations.
• Provide bilingual support (English/Spanish) throughout the recruitment process.
• Participate in job fairs and recruiting events.
• Maintain accurate records in the Applicant Tracking System (ATS).
• Supports new hire onboarding process, in person and using automated onboarding tools.
• Handle walk in candidates.
• Occasional coverage or project assistance for recruiters.

Skills and Experience:

• Minimum 2 years of HR or administrative experience; 4+ years preferred for generalist functions.
• High school diploma or equivalent required; Bachelor’s degree in Human Resources or related field preferred.
• Bilingual in English and Spanish (verbal and written) required.
• Knowledge of California employment law is a plus.

Physical Requirements: While performing the duties of this job, the employee is regularly required to:

• Ability to walk for extended periods across multiple job sites
• Ability to lift and carry up to 30 lbs.
• Ability to bend, reach, stand, and walk for extended periods.

Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets. While performing some duties of this job, the employee is frequently exposed to fumes or airborne particles, moving mechanical parts and vibration. The noise level in the work environment and job sites can be loud.

Travel: Frequent travel (50% or more) mostly local; overnight stays may be expected.
