Summary Under the supervision of the General Manager, the Construction Manager coordinates designated construction and renovation projects to support completion within approved schedules, budgets, specifications, and quality standards. The role serves as the day-to-day point of coordination among internal departments, consultants, contractors, and regulatory partners, escalating significant budget, schedule, quality, and scope decisions to executive leadership. Brief Description Job Title: Construction Manager Department: Administration Gaming License: Class III FLSA Status: Exempt Reports To: General Manager Summary Under the supervision of the General Manager, the Construction Manager coordinates designated construction and renovation projects to support completion within approved schedules, budgets, specifications, and quality standards. The role serves as the day-to-day point of coordination among internal departments, consultants, contractors, and regulatory partners, escalating significant budget, schedule, quality, and scope decisions to executive leadership. Essential Duties and Responsibilities include the following. Other duties may be assigned. Assists with all aspects of a construction project, including planning, budgeting, scheduling, coordinating subcontractors and ensuring safety compliance. Works with the Safety department to establish a safety plan for the project. Coordinates the design and construction phases, monitors contractor and consultant performance, and identifies risks or issues that could affect project cost, quality, or timely completion. Recommends corrective action and escalates significant concerns to the General Manager. Responsible for reviewing problems, checking progress and ensuring compliance with plans and specifications. Ensures all revenue streams are evaluated and protected by proactively assessing business volumes, transportation access, and property ingress/egress to minimize financial impact during unavoidable construction-related disruptions. Coordinates all necessary approvals for permitting and Salt River Pima-Maricopa Indian Community approvals throughout the construction projects, ECS, DRC, etc. Works with general contractor and executive management to perform value engineering and constructability review. Assures regular jobsite meetings with subcontractors, architects and owners occur and that written minutes are maintained. Monitors cost and schedule performance, change order requirements, maintains up-to-date records, and takes corrective action to meet milestone objectives. Observes work put in place to monitor quality of workmanship and assure a successful project. Prepares a monthly report of project status covering schedule, procurement, budget review, billing and change orders. Reviews vendor and contractor invoices, confirms that charges are supported by completed work and appropriate documentation, codes invoices, and approves or routes them for approval in accordance with established authorization limits. Reviews change-order estimates for completeness and alignment with project scope and budget. After obtaining required approval, updates the job cost system, communicates the approved change, and coordinates issuance of the appropriate subcontractor or vendor change order. Near the conclusion of each project, prepares for closeout seeking to achieve substantial completion of schedule. Specifications are reviewed to ensure fulfillment. Assures compliance with building codes and other requirements to obtain certificate of occupancy. Works with executive leadership, architect/engineer and contractors to develop final punch lists. Ensures completion of as-build drawings and submits them to the General Manager; obtains and submits all maintenance manuals and letters of guarantee from all subcontractors. Reviews cash flow status; reconciles all change orders and submits the final invoice. The Construction Manager monitors assigned projects against approved budgets, identifies potential cost variances, recommends corrective actions, and promptly escalates material budget concerns to the General Manager. Final budget authority and enterprise-level financial accountability remain with executive leadership. Interacts with architects and engineers and contractors frequently, and is responsible for building and maintaining positive relationships. Complies with all regulatory, department and Gaming Enterprises’ policies and procedures. Implements approved project management procedures and work plans for each assigned project, coordinating Gaming Enterprise Team Members and consultants and recommending adjustments when project conditions change. Reviews the project estimate and develops a working estimate by reallocating costs and assigning them to appropriate cost codes. Coordinates a pre-job internal planning and kick-off meeting to confirm project scope, roles, responsibilities, schedules, communication protocols, and escalation points with the project team. Coordinates a preconstruction planning meeting with the General Manager, architect or engineer, contractors, and other associated personnel to confirm approved scope, schedules, responsibilities, and communication expectations. Evaluates subcontractor recommendations and material or equipment requests submitted through the general contractor, verifies alignment with project requirements and budget, and forwards recommendations for approval in accordance with established authorization limits. Establishes field mobilization plan. Reviews the proposed construction schedule with internal partners and consultants, recommends scheduling strategies, and monitors progress against the approved schedule. Establishes a schedule for billing. Schedules and facilitates regular project coordination meetings with leadership and internal stakeholders for assigned projects, documents decisions and action items, and escalates unresolved issues as appropriate. Works with the Facilities department to review the scope of new construction or special projects. Communication should be open and shared and include the following points: The project timeline and early integration of project. New services to be needed. Vendors/sub-contractors required. Other additional staffing requirements or supplies. Maintain communication hub during emergencies. Outline of duties and roles during the project. Confer about building permits that may be required. Confer about shared budget items. Discuss any aspects of the project that will require training Education And/or Experience High school diploma or GED required. Bachelor's degree in engineering, construction management, or a related field preferred, with at least seven years of progressively responsible construction or project management experience; or an equivalent combination of education and experience. Experience with project planning, scheduling, contractor coordination, construction documentation, and field operations is required. Prior experience leading project teams or coordinating the work of others is preferred. Computer Skills To perform this job successfully, an individual should have knowledge of Project Management software; Spreadsheet software and Word Processing software. Other Qualifications Must present a professional image and demonstrate strong administrative, computer, communication, analytical, organization, problem-solving, and stakeholder-management skills. Must be able to coordinate multiple projects, influence without direct authority, and elevate issues appropriately. Language Skills Must be able to read, write, speak and understand English. Work Environment The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this Job, the employee is regularly exposed to moving mechanical parts; high, precarious places and secondary smoke. The employee is occasionally exposed to outside weather conditions and risk of electrical shock.
