PURPOSE:

This position is responsible to assist the DON in the overall management of nursing department services. This position will assist the DON in providing nursing services including, but not limited to: development, implementation and on-going monitoring of all major nursing programs; overall compliance of the faQility's State and Federal regulatory nursing program compliance; developing and recommending policies and procedures to meet new regulations or regulatory changes as instructed by the DON and/or administrator; observations regarding nursing issues;investigation and subsequent recommendations regarding risk management trending issues and other duties/responsibilities as assigned by facility DON and/or administrator.

QUALIFICATIONS & ESSENTIAL REQUIREMENTS:

Illinois Licensed Registered Nurse in good standing Previous managerial nursing experience in a long term care setting is preferred but not required. Rehab nursing certification and/or wound certification preferred but not required. Knowledge of major nursing programs. Must possess ability to deal tactfully with peers, line staff personnel, residents, family members, visitors and government agencies/personnel as warranted and appropriate. Must have a working knowledgeable of Illinois State Minimum Standard Rules and Regulations; and OBRA requirements. Must possess leadership and supervisory abilities. Must be physically capable of walking, prolonged standing, taking stairs, running, prolonged sitting, bending, pulling/pushing and fine motor dexterity (computer usage). Excellent writing and verbal skills.

BLOODBORNE PATHOGEN EXPOSURE RISK:

Level I (1-1 high exposure risk - Tasks assigned to this position have a high potential for blood, body fluids, infectious diseases, air contaminants and/or hazardous chemicals exposure).

ESSENTIAL FUNCTIONS

The duties of this position include, but are not limited to: Assist the DON in assuring that consistent and ongoing audits of nursing programs and nursing staff performance are completed. Identifies areas of needed improvement and develops/implements plans to correct these issues. Participates in staff meetings as assigned by the DON. Maintains all required CEU and other continuing education needs to maintain required licensures and certifications. Assist the DON in plans of action to address consultant recommendations as appropriate. Assist the DON in implementing, monitoring and evaluating all major nursing progran1s (Including but not limited to: Skin, Nutritional, Accident & Incidents, Falls, Psychotropic Medications, Admissions, Discharges, Rehab, ADL programming, Care Planning, MDS's, Restraints; Abuse & Neglect, Severe Mental Illness, Medicare Compliance, Medical Records, Quality Improvement Monitoring, Risk Management, etc) as instructed. Participate in weekly Skin, Nutrition, Accident/Incident Quality Assurance meetings and Medicare meetings as assigned by the DON. Make recommendations to the administrator and DON to maintain or improve standards of care and compliance with Federal and State rules and regulations. Complete audits of all nursing programs as outlined in the DON manual. . Stay current .with new and changing State and Federal regulatory compliance issues in reference to nursing services. Perform rounds upon entering the building to identify general nursing care issues. Concerns regarding any aspect of care should be addressed as soon as possible to ensure compliance and good resident care. Randomly complete medication pass audit to ensure compliance as instructed by the DON. Assist the DON in ensuring that in-services are up to date and relevant to the needs of the nursing staff. Assist in the arrangement for, or provide personally, inservices as requested by administrator, DON or as recommended by consultants. Participate in the Quality Improvement Process and assist the DON with developing internal plans of correction(s) for problem areas. Make focused or random rounds/inspections as assigned by the DON and/or Administrator. Review/audit facility clinical records, program records or any other facility-maintained document(s) that might provide information to complete general quality monitoring compliance in the arena of nursing. Identify areas of concern/problems. Identify patterns or trends of State and/or Federal non-compliance and develop & implement corrections as directed by the DON. Assist facility administration with Plans of Correction for submi sion to the Illinois Department of Public Health, County Health Department and/or other regulatory agency as instructed. Present performance assessment of facility nursing personnel to the DON and Administrator as instructed. Monitor and direct non-licensed ancillary services as deemed necessary to meet professional standards and maintain the highest practicable level of resident care. Ensure that all emergency and disaster policies and procedures are maintained and enforced. Ensure that appropriate documentation/charting is completed as required and in accordance with established policies and procedures. Ensure that an adequate supply of floor stock medications, supplies and equipment is on hand to meet the nursing needs of the residents. Report needed items to the DON Ensure that narcotic records are accurate. Immediately notify the DON, Medical Director and Administrator of any discrepancies. Ensure that crash cart is appropriately stocked and in good repair. Ensure the resident/employee environment is as free from accidents and hazards as is possible. Immediately correct/address potential safety risks as prudent and warranted. Assist the DON in ensuring that nursing personnel performance evaluations and yearly ongoing educational requirements are completed. Communicate/report information to residents, resident families, physicians, guardians, governmental agencies and facility personnel as required by facility policy and State/Federal guidelines. Ensure that all aspects of resident care plans are implemented and maintained. Make recommendations for care plan changes to the IDT per professional standards. Participate in resident care plans as warranted, Ensure that all personnel providing care to residents are providing such care in accordance with the resident's care plan and wishes. Admit, transfer and discharge residents as necessary to meet the resident's individual needs and maintain the overall safety of other residents, staff and visitors. Ensure compliance with infection control standards. Immediately correct/address identified instances of non-compliance. Ensure that all elements of the facility's Abuse & Neglect policies are maintained and enforced. Ensures HIPP A compliance is maintained at all times. Strictly safeguards computer passwords and computer use authorities. Understands the importance of logging on and off the computer clinical record system and will consistently maintain all computer protocols. Assure proper staffing of the nursing departments via the hiring process in accordance with established staffing budgets and as assigned by the DON. Create and maintain work schedules per DON directive. Determine and delegate work assignments to assure that the facility nursing services maintain all state, federal and local regulations.
