General Description:

The Transitional Living Program (TLP) Coordinator provides strategic leadership to ensure the effective delivery of services and compliance with all grant requirements. This role directly supports at-risk youth, ages 14–24, in building the life skills necessary for independent living, self-sufficiency, and healthy decision-making.

The TLP Coordinator plays a critical leadership role in driving execution and delivering impactful outcomes for young people transitioning to independence. This position ensures youth receive consistent access to housing, education, vocational support, and life skills development through the coordination of grant-compliant services, staff leadership, and strategic community engagement. With a focus on clear expectations (Clarity), targeted mentoring (Knowledge), and timely accountability (Execution), the coordinator empowers the team to implement solutions that equip youth for long-term success in education, employment, and independent living. By applying a trauma-informed and person-centered approach, the coordinator ensures that services are delivered with dignity, respect, and a focus on measurable impact.

Qualifications:

Education and Experience

• Associate degree in Social Work, Human Services, or a closely related field; OR a minimum of two (2) years of experience working directly with individuals experiencing homelessness or housing instability.
• At least one (1) year of supervisory experience, including staff oversight, scheduling, performance evaluation, and coaching.
• Demonstrated proficiency in budgeting, fiscal oversight, and grant management.

Knowledge, Skills, and Abilities

• Strong understanding of case management principles, including assessment, goal planning, documentation, and follow-up.
• Ability to apply a trauma-informed care framework to support positive youth development.
• Proficiency in interpreting and adhering to grant guidelines, program policies, and applicable laws.
• Strong organizational skills with the ability to prioritize, meet deadlines, and manage multiple projects simultaneously.
• Effective communication skills for collaboration with internal teams, external partners, and diverse populations.

Compliance and Legal Requirements

• Must pass all required background checks in accordance with state and federal law.
• Must maintain a valid driver’s license and meet insurability requirements for agency vehicles (if driving is an essential function).
• Ability to comply with all federal, state, and local regulations related to youth services, grant-funded programs, and workplace safety.

Duties and Responsibilities:

1. Mentor/guide young people through the process of obtaining education, employment and support services.

• Ensure groups and individual one-on-one sessions are provided that focus on the knowledge/skills to gain life skills, employment, and education.
• Ensure Case Managers engage clients in WIOA program or internships, on-the-job vocational training or have a job coach to receive hands-on knowledge/skills about various careers, and what the requirements are for pursuing those careers.
• Ensure Case Managers provide tutoring and educational support services, work with local high schools and colleges in order for young people to get their high school diploma (or GED), and thus pursue a career/job they are interested in.

1. Facilitate, recruit and engage young people needing support, services and financial assistance.

• Utilize recruitment strategies, such as “street outreach”, media, printed materials, presentations, website, and former alumni graduates, “word-of-mouth” to encourage young people to participate in the program.
• Engage young people and bring them into the program by offering financial assistance for housing, post-secondary education (for example, Y.E.S. House scholarship program, DFS Education and Training Voucher Program), transportation, food, on-the-job training (such as WIOA program).
• Ensure young people are matched with mentors and/or natural support
• Ensure young people are connected to HFWA Services and Counseling
• Ensure that 1 to 2 service-learning activities per month are offered to clients
• Ensure that aftercare plans are put in place before clients graduate from program

• Manage Grants under Transitional Living Program

• Ensure services meet all grant requirements and eligibility
• Ensure data is collected and program evaluations are completed
• Operate within budget
• Submit grant reports within required timeframes
• Conduct quarterly meetings on outcomes and ensure all grant outcomes are met
• Manage data submission through Homeless Management Information System (HMIS), and other state & federal management systems

1. Housing for clients in Transitional Living Program

• Oversee the TLP Apartments
• Recruit and retain Housing Managers for the TLP apartments

1. Provide supervision and leadership to TLP Staff

• Conduct weekly staff meetings with TLP staff
• Provide staff training and support
• Conduct regular performance reviews
• Schedule and participate in on-call staff for TLP
• Possess good time management and organizational skills in a fast-paced environment
• Be able to manage and handle crisis situations
