Job Description and Duties
Under minimal supervision, the Attorney I V performs some of the most politically sensitive and complex legal work including reviewing, researching, and interpreting federal and state laws and regulations, case law, and program guidance; advising on funding issues and parameters of broad discretionary authority; assisting in the drafting and reviewing of program policy guidance; and providing substantive litigation support to the Office of the Attorney General . The Attorney I V also drafts, negotiates and oversees execution of grants/contracts, along with exempt contracts and related instruments such as sponsorships or subscriptions.

Working Conditions
Personal Leave Program (PLP 2025) - Effective the first day of the July 2025 pay period through the October 2026 pay period, PLP 2025 will apply to BU 2-represented employees. Employees continue to work their assigned work schedules and shall have a reduction in pay equal to four and sixty-two hundredths percent (4.62%). Each full-time employee shall be credited with 8 hours of PLP 2025 on the first day of each pay period for the duration of the PLP 2025 program.

Licensing Requirement – The incumbent must maintain an active membership in the California State Bar.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Education, training and/or experience to successfully perform the most complex and highly technical policy legal work of an Attorney IV with minimal supervision, including, but not limited to: in-depth research and analysis of federal and state statutes, regulations and case law; providing verbal guidance and formulating strategic approaches to implement that guidance; drafting well-reasoned and concise written legal opinions and guidance; analyzing and drafting proposed legislation; assisting in the drafting and review of proposed regulations; and providing substantive litigation support to the Office of the Attorney General on program specific litigation;
- Experience providing advice to a public board or commission on a variety of the most complicated legal issues, and highly political and sensitive matters;
- Demonstrated ability to communicate effectively and accurately, both orally and in writing, on complex and highly technical legal issues;
- Capable of meeting strict deadlines, and/or on an expedited basis with the highest degree of autonomy;
- Willingness and ability to perform all duties in a customer service-oriented manner.
- Background in public contract drafting and California procurement law and processes
- Knowledge of the Public Records Act
