Stay safe and protect your personal information.*Position contingent upon successful contract award.LocationTBDClearance LevelT2 – Moderate Risk Public Trust (MRPT)Primary FunctionThe Health Services Administrator will oversee all medical operations within the detention facility’s healthcare unit, ensuring compliance with U.S. Government standards, contractual obligations, and healthcare regulations. This role requires strong leadership, healthcare administration expertise, and the ability to coordinate across clinical, operational, and security functions. The Administrator serves as the primary liaison between the medical team, the prime contractor, subcontractors, detention facility leadership, and government representatives.Duties and ResponsibilitiesOperational Leadership: Direct daily administrative operations of the detention facility’s healthcare unit, ensuring efficient delivery of medical, dental, mental health, and specialty care.Access to Care: Ensure initial medical, dental, and mental health screening is completed within 12 hours of detainee admission, and that a full health assessment including history and physical examination is completed within the first 14 days of arrival unless the clinical situation dictates earlier evaluation.Support daily solicitation and triage of detainee requests for health care (sick call), tracked through a written system of accountability and documented in the health record.Credentialing: Maintain written documentation confirming all personnel providing services hold and maintain requisite credentials, and report any change in credentialing status in writing to the government customer within seven business days.Off-Site Care: Manage authorization, coordination, and cost control of off-site medical, dental, and mental health care, including transport and escort coordination with custody, with reimbursement processed through the government-designated third party administrator at rates not exceeding Medicare.Continuity of Care: Ensure a medical transfer summary is prepared on transfer, capturing current medications, diagnoses, scheduled and medically indicated appointments and consultations, and medical equipment.Behavioral Health Oversight: Ensure the baseline behavioral health capabilities required for the assigned facility care level are staffed and operating, including suicide precaution rooms, mental health assessments, segregation monitoring, and Serious Mental Illness (SMI) identification and monitoring.Emergency Response: Ensure all facility staff receive initial and annual training on four-minute response to health-related emergencies, CPR, AED use, and emergency first aid, and that required drills are conducted, timed, and documented.Report significant incidents, including suicide attempts, deaths, declared and non-declared hunger strikes, and use-of-force events involving medical, through the required reporting channels within prescribed timeframes.Support the facility sexual abuse and assault prevention and intervention program including first responder duties, victim care, evidence preservation, and mandatory reporting.Support continuous readiness for and participation in accreditation reviews, internal audits, and government inspections, including evidence collection and corrective action follow-through.Staffing Compliance: Maintain staffing at or above the contract-required threshold, monitor coverage daily, and escalate projected shortfalls before they affect performance or trigger contractual deduction.Document all clinical encounters, screenings, assessments, orders, and follow-up contemporaneously in the designated electronic health record in accordance with facility requirements, the Privacy Act, and HIPAA.Regulatory & Contract Compliance: Ensure adherence to government regulations, contractual requirements, and applicable healthcare, accreditation, workplace safety, and privacy standards.Staff Management: Oversee recruitment, onboarding, scheduling, and performance management of medical and support staff, including physicians, nurses, dentists, behavioral health providers, and allied health professionals.Budget & Resource Oversight: Manage budgets, monitor expenses, and ensure proper allocation of medical resources, supplies, and pharmaceuticals.Quality & Risk Management: Develop and maintain quality improvement, patient safety, infection control, and risk management programs. Prepare for and support internal/external audits and inspections.Stakeholder Coordination: Act as the primary point of contact with the government customer, prime contractor, and detention facility leadership, providing timely reports, updates, and recommendations.Emergency Preparedness: Coordinate emergency medical response planning, drills, and continuity of operations in compliance with facility protocols.Reporting & Documentation: Ensure accurate and timely submission of reports, incident documentation, and statistical data required under the government contract.Maintains safe and clean working environment by complying with procedures, rules and regulations.Other duties and projects assigned.Job RequirementsMaster’s degree in Healthcare Administration, Public Health, Business Administration, or related field of study.Minimum of five (5) years of leadership experience, two years management of programs and services experience (preferably in correctional, detention, military, or government-contracted healthcare environments).Knowledge of federal and state healthcare regulations, detention facility healthcare standards, and government contracting compliance.Strong leadership, communication, and interpersonal skills with the ability to lead diverse teams in a secure environment.CPR or BLS and First aid certification.Proficiency in Microsoft Office Suite and healthcare management systems (EHR, scheduling, inventory).Must be able to multi-task, be detail-oriented, be organized, and have excellent verbal and communication skills.Ability to obtain and maintain necessary clearances and credentials required for access to detention facilities.Ability to obtain and maintain favorable background investigations.Meet the requirements of the contract for all immunizations.Must be a U.S. citizen or a person lawfully admitted to the United States for permanent residence, and must have resided in the United States for the last five years. Time spent abroad on official U.S. Government duty does not interrupt this period.Must be at least 21 years of age.Must complete all required training.Ability to adapt to sudden changes and flexibility in work requirements to include potential shift changes based on operational needs and/or command priorities.Preferred QualificationsBilingual (English/Spanish or other relevant languages) preferred.Experience managing multi-disciplinary healthcare teams in high-security or government settings.Strong background in compliance, audits, and inspections (e.g., NCCHC, ACA, Joint Commission).Financial acumen in managing healthcare budgets under government contracts.Ability to navigate complex stakeholder relationships with diplomacy and professionalism.Has undergone a federal investigation at the level of Tier 2 or higher; has been granted favorable suitability/eligibility and has not had a break in service for more than 24 months.Detention center experience.Physical Requirements and Work ConditionsWork is performed in a secure detention facility.May require evening, weekend, or on-call hours.Exposure to emotionally challenging situations.Requires physical presence and mobility throughout the facility.Participate in drills and emergency responses as assigned.Acuity International is an equal opportunity employer.
