Project Manager Location: 29 HAZEN DRIVE, CONCORD, NH 03301 Employment Type: Full-Time Salary: $34.14–$46.63 per hour (typical starting salary) Post Date: 06/22/2026 Close Date: 07/22/2026 Summary Develops, administers, and implements short and long‑term strategic goals for infrastructure upgrade projects for the wastewater treatment and collection systems of the Winnipesaukee River Basin Program (WRBP). Works closely with WRBP administrators and Water Division directors to plan and manage complex construction projects, create project specifications, policies, and procedures, and provide leadership and guidance to staff, vendors, contractors and subcontractors. Monitors data, timelines, and outputs to ensure projects comply with WRBP needs and all relevant requirements. Responsibilities Serve as project manager for WRBP wastewater infrastructure, developing project plans, scopes of work, and logistical requirements for capital and major upgrade projects. Prepare and monitor project budgets, cost estimates, and annual operational plans to identify current and future needs. Lead the RFP process: identify opportunities, evaluate vendor responses, analyze proposals, and ensure timely submissions. Evaluate funding requirements, ensuring loan and grant funds comply with state and federal regulations. Develop and enforce policies and procedures for planning, design, and construction of infrastructure projects, and coordinate permits and agreements. Coach staff on project management techniques and prepare status reports for WRBP administrators and Water Division directors. Coordinate contractors, consultants, regulators, and WRBP staff; engage engineering teams to identify and evaluate solutions. Communicate and coordinate with local, state and federal agencies, department units, and contractors to produce contract plans. Oversee engineering teams, ensuring compliance with engineering standards, regulations, and NHDES policies. Document regulatory and technical source data for project updates and changes; manage in‑process and final project documentation integrated into the Asset Management Program. Contribute to system and procedure improvements, work simplification, and quality improvement initiatives. Minimum Qualifications Bachelor's degree and 6 years of experience in construction or project management, contract operations, industrial facility management, water/wastewater treatment facilities management, or a related field; OR equivalent combination of 10 years of education and experience after high school. Valid driver’s license or access to transportation. Physical ability to visit facility locations that may require climbing stairs or ladders. Ability to work a 40‑hour work week. Preferred Qualifications Certification in project management or experience with industrial facility management or water/wastewater treatment facility management. Knowledge of project management program administration, process evaluation, and scheduling software. Understanding of state and federal laws and regulations relating to wastewater treatment facilities. Strong negotiating, innovation, leadership, and communication skills. Ability to manage multiple projects concurrently, meet deadlines, and solve problems with sound judgment. Experience in budgeting, capital planning, master planning, scheduling, or program implementation. After-Hire Requirements Achieve a minimum NH Wastewater Grade 1‑OIT certification within one year.
