The City of Sandy Springs is looking for a Code Enforcement Officer II – Multi-Family Housing to join our Community Development team. In this role, you will play an important part in protecting the health, safety, and welfare of residents by inspecting multi-family housing communities, investigating complaints, identifying code violations, and working with property owners and management teams to achieve compliance.
This is more than an inspection role. You will be responsible for managing cases from initial complaint or inspection through resolution, applying City codes and ordinances to real-world situations, documenting findings, coordinating corrective actions, and supporting enforcement proceedings when necessary.

What You'll Do Inspect Multi-Family Communities- Conduct systematic, complaint-based, and follow-up inspections of multi-family residential properties for compliance with City codes, ordinances, zoning and housing requirements, property maintenance standards, and other applicable regulations.
- Inspect common areas and other applicable portions of multi-family communities, including hallways, stairwells, corridors, parking areas, exterior grounds, recreational areas, accessory structures, and shared facilities.
- Identify, document, and photograph property maintenance deficiencies, nuisance and unsafe conditions, zoning violations, deteriorated structures, improper storage, overgrown vegetation, sanitation concerns, and other violations.
- Conduct follow-up inspections to verify that required corrective actions have been completed.
- Monitor repeat and chronic violations and coordinate appropriate enforcement strategies with supervisory staff and other City departments.
- Work directly with property management companies and responsible parties to encourage timely correction and ongoing compliance.
- Enforce City codes and ordinances related to zoning, housing, property maintenance, nuisances, and other assigned regulatory areas.
- Receive, investigate, and respond to citizen complaints, service requests, referrals, and requests from City officials.
- Conduct investigations; gather, evaluate, and preserve relevant information and evidence; and determine appropriate enforcement action in accordance with established procedures.
- Research property ownership, zoning, permits, prior violations, case history, and other records to support investigations and enforcement activities.
- Determine appropriate compliance timelines and enforcement actions within established policies and applicable law.
- Issue notices of violation, compliance notices, citations, summonses, and other authorized enforcement documents.
- Prepare cases for administrative hearings, Municipal Court proceedings, abatement actions, and other legal remedies when necessary.
- Testify in Municipal Court or other proceedings regarding inspections, investigations, documentation, and enforcement actions.
- Maintain complete and accurate case files, including inspection records, photographs, correspondence, notices, reports, and related documentation.
- Prepare required activity, inspection, case, enforcement, abatement, and court reports.
- Maintain accurate records in City databases and case- and document-management systems.
- Track assigned cases, inspections, deadlines, and enforcement actions through resolution and closure.
- Maintain confidentiality of sensitive information and comply with applicable records-management, retention, and public-records requirements.
- Perform other duties as assigned.
- High School Diploma or GED.
- Three (3) years of progressively responsible experience in code enforcement, housing/property maintenance inspection, building inspection, regulatory compliance, law enforcement investigations, or a closely related field.
- Must possess and maintain a valid Georgia driver's license and be comfortable operating a City-owned vehicle.
- Experience conducting investigations, researching complaints, documenting findings, communicating compliance requirements, and resolving violations or concerns.
- An equivalent combination of education, training, and experience demonstrating the required knowledge, skills, and abilities may be considered.
- Ability to obtain ICC Property Maintenance and Housing Inspector Certification within eighteen (18) months .
- Ability to obtain Georgia Association of Code Enforcement (GACE) Level I Certification within eighteen (18) months .
The ideal candidate may also have:
- Associate degree in Fire Technology, Environmental Studies, Law Enforcement, Construction Technology, Public Administration, Building Construction, or a related field.
- Bachelor's degree in Criminal Justice, Public Administration, Construction, Urban Planning, or a related field.
- Five (5) or more years of progressively responsible experience in code enforcement, housing inspection, property maintenance inspection, or a related regulatory field.
- Experience inspecting multi-family residential properties, apartment communities, or large residential developments.
- Current ICC Property Maintenance and Housing Inspector Certification.
- Current GACE Level II Certification.
- Level 1B Soil and Erosion Certification.
- Knowledge of general construction practices, building systems, property maintenance standards, and applicable inspection requirements.
- Experience working with property owners, management companies, contractors, residents, neighborhood associations, and elected officials.
- Experience preparing enforcement cases for administrative or judicial proceedings.
- Experience using electronic inspection, permitting, case-management, or records-management systems.
Detail-Oriented Investigator
You can gather information from inspections, complaints, property records, permits, photographs, case histories, and City codes to identify issues and build accurate, well-documented cases.
Strong Communicator
You can explain complex regulations and compliance requirements clearly and professionally to property owners, managers, residents, contractors, City officials, and the public — including during difficult or contentious situations.
Sound Judgment
You can evaluate facts and evidence, apply established codes and procedures, prioritize cases, and determine appropriate next steps while knowing when an issue should be elevated to supervisory staff, another department, or legal counsel.
Comfortable in the Field
You are prepared to spend time in both office and field environments and can navigate multi-family properties, common areas, stairs, uneven surfaces, exterior grounds, and other inspection areas.
Organized Case Manager
You can manage multiple inspections, deadlines, enforcement actions, and follow-ups while maintaining accurate records and moving cases toward resolution.
