Director of Engineering Services

 

Position Overview

The Director of Engineering Services is responsible for managing, designing, and improving public water distribution and wastewater collection infrastructure, as well as lead and manage projects for Harrison County Development Commission. This role ensures regulatory compliance, system reliability, and long‐term sustainability of water and sewer assets. The engineer works closely with public works leadership, utility operators, contractors, and regulatory agencies.

Key Responsibilities

• System Planning — Develop short‐ and long‐term plans for water and sewer infrastructure, including capacity analysis, asset management, and capital improvement projects.
• Infrastructure Design — Prepare engineering designs, specifications, and drawings for pipelines, pump stations, lift stations, treatment components, and related facilities.
• Regulatory Compliance — Ensure compliance with federal, state, and local regulations (EPA, state DEQ, municipal codes, Mississippi procurement law).
• Project Management — Oversee construction projects/grant awards, coordinate bid process and contractors, review submittals, and ensure adherence to engineering standards.
• Operations Support — Provide technical guidance to field crews on maintenance, repairs, and emergency response.
• Hydraulic Modeling — Perform modeling for water pressure, flow, sewer capacity, infiltration/inflow, and system optimization.
• Asset Management — Maintain records, evaluate system condition, and recommend rehabilitation or replacement strategies.
• Budget & Procurement — Assist with budgeting, cost estimating, grant applications, and procurement of materials and services.
• Public & Stakeholder Coordination — Communicate with residents, contractors, and agencies regarding projects, outages, and system improvements.

 

Required Qualifications

• Bachelor’s degree in Civil Engineering , Environmental Engineering , or related field.
• 3–7 years of experience in water distribution and wastewater collection systems .
• Knowledge of hydraulic modeling software (e.g., InfoWater, SewerGEMS).
• Familiarity with EPA and state regulatory requirements.
• Ability to read and prepare engineering plans, specifications, and technical reports.
• Strong project management and communication skills.
• Valid driver’s license; ability to conduct field inspections.

Preferred Qualifications

• Professional Engineer (PE) license or ability to obtain within 12–18 months.
• Experience with GIS mapping systems.
• Experience in municipal or utility‐based engineering roles.
• Knowledge of SCADA systems and pump station operations.

Physical & Work Environment Requirements

• Ability to perform fieldwork, including inspections of lift stations, manholes, water mains, and construction sites.
• Occasional work during emergencies (main breaks, sewer overflows, storm events).
• Office and field split approximately 60/40.
