Anticipated Hiring Range: $8,898 - $11,568/month; $106,776 - $138,816/year

About the Work Unit

The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions.
The EDO includes the following:
  • The Executive Director and Deputy Executive Director - Oversees strategic direction and operations for the department.
  • Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management, and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions.
  • Human Resources Office - Supports the recruitment, hiring, evaluation, benefits management, personnel actions, payroll, and all other human resources functions.
  • Compliance Office - Manages Departmental Policy, Risk Management, Worker's Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State's LESO 1033/1122 programs.
  • Colorado Integrated Criminal Justice Information Systems - develops cost-effective information-sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, the Judicial, the Colorado District Attorney's Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.
  • Office of School Safety - assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.
The Administrative Services Office provides internal administrative support to the Divisions within CDPS and includes the following sections:
  • Chief Administrative Officer's office
  • Accounting Services and Commercial Cards led by the Controller
  • Budget and Policy led by the Budget Director
  • Purchasing and Contracts by the Purchasing Director
  • Logistics Services Section led by the Logistics Director
  • Property Services Section led by the Property Services Director

About the Job

This position reports to the Budget Director and responsible for administration of a wide variety of department level ancillary programs and support services for the Administrative Services Office and for the supervision of division Budget Director staff. This position serves as a fully functioning deputy to the Department Budget Director who manages the Budget and Policy Unit as such specific duties occasionally include tasks typically performed by the Department Budget Director to include meeting demands of staff, stakeholders, and oversight bodies such as Legislative Council staff, Office of State Planning and Budgeting and the Joint Budget Committee staff.
Key Responsibilities

Annual Budget Request and Fiscal Note Tracking
This position is deputy for the Department Budget Director and assists with any or all of the duties and responsibilities of the Department Budget Director as assigned. This position is the acting Department Budget Director and exercises full authority (including signature authority) of the Department Budget Director in his/her absence, as necessary. Duties include: implementing, coordinating, and evaluating statewide and division programs related to financial matters; representing the Department of Public Safety to develop statewide policies and procedures, budget requests, goals and objectives, for department short-and-long range plans. Develop and prepare complete accurate budget narratives, schedules and justifications for budget requests including supplemental, budget amendments and fiscal notes. Advises and directs division staff in the preparation of the annual November 1st budget submission. Delegated to lead or participate in special projects with statewide implications requiring participation in department-wide policy making, organization structure, audits and evaluations, and legislative matters. Assists others in developing plans or strategies to monitor operations in order to keep appropriated budget and staffing on track and accurately reported. Develops and leads the work with regard to short- and long-range financial plans.
Assists the Department Budget Director in the distribution, analysis, and tracking of fiscal notes for special bills proposed during the legislative session. Reads legislation to determine and make recommendations on the fiscal impact on operations within the Executive Director's Office. Maintains a Department-wide database of legislative proposals, calendar deadlines, fiscal note requests, department responses, and other similar data. As necessary, communicates with Legislative staff to explain intricacies and details of fiscal note spreadsheets.

Supervises Professional Budget Staff
Supervises professional budget staff including overseeing budgets, assigning reviewing and evaluating work activities, preparing performance plans and conducting annual performance reviews, while executing all aspects of personnel management for the Budget Directors that support the divisions within the Department. Provide specific examples of regular, ongoing decisions made by this position related to this duty. Determines the supervisory and management techniques necessary to create a motivated, productive work environment and staff. In coordination with the Department Budget Director position advises Division Budget Directors on strategies, funding and political influences that affect budget requests. Develops work plans, assigns work; monitors, analyzes and adjusts workload as needed. Monitors and evaluates performance; identifies training and development needs, provides feedback and coaching.

Department Common Policies

Using procedures established by the Governor's Office and Joint Budget Committee, designs and implements the process by which the Department calculates its fund splits and costs for the Department's common policies. This includes but is not limited to: Risk Management, Workers Compensation, Vehicle Lease Payments, Total Compensation, Capitol Complex Leased Space, Payments to OIT, Legal Services and CORE common policies.


This position will also create and maintain a process for the Payments to OIT Real Time Billing on a monthly/annual basis.

Other Duties as Assigned
Completes ad hoc assignments as needed to address budget issues as they arise. This may include but not limited to assisting other budget analysts on specific projects, conducting research for OSPB, legislative and Joint Budget Committee questions, taking lead on a particular part of the budget, and writing or analyzing short-term assignments.


Other duties also include researching and writing budget change requests outside of assigned areas of responsibility, contributing to strategic plan and budget narratives, and reporting on committees and hearings of the General Assembly.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Proven Experience, Knowledge, Skills
  • Nine (9) years of professional experience in budget and fiscal policy analysis, development and implementation.
OR Education and Experience, Knowledge, Skills
  • A combination of related education and/or relevant professional experience in budget and fiscal policy analysis, development and implementation equal to nine (9) years. If you are using education to meet the minimum qualifications, transcripts must be attached at the time of application.
  • Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for six (6) years of the requirement. If you are using CPA licensure to meet the minimum qualifications, a copy must be attached at the time of application.
Preferred Qualifications and Competencies
  • Supervisory experience with demonstrated leadership skills and emotional intelligence
  • Knowledge of Colorado state or public sector fiscal processes, including experience with the Colorado Operations Resource Engine (CORE) system
  • Knowledge of the Colorado legislative process, including the development of fiscal notes
  • Experience creating, managing and executing budgets as the primary role of the job for an organization with multiple funding funding streams
  • Knowledge and ability to write financial reports and make formal presentations of financial data to internal and external parties
  • Ability to use job-specific software including databases, spreadsheets, word processing and analytical tools
  • Ability to work effectively with a wide variety of stakeholders
  • Experience managing agency-wide administration related programs
  • Experience delivering financial services-related support in a public sector environment including applying agency policies, procedures, and service standards
