Staff Pharmacy Inpatient Supervisor

Summary Incumbent responsible for expert level pharmaceutical advisory and supervisory services in inpatient/outpatient dispensing, unit dose distribution, intravenous admixtures, purchasing inventory controls, and budget reconciliation. Supervises and coordinates staff pharmacists, pharmacy technicians, program manager/secretary; provides supervisory coverage on weekends, holidays, and non‑administrative tours of duty. Qualifications Applicants pending completion of educational or certification/licensure requirements may be referred and tentatively selected but can be hired only after all requirements are met. United States citizenship required; non‑citizens may be appointed only if no qualified citizens are available (VA policy). Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Foreign pharmacy graduates must provide proof of FPGEC certification, including passing the FPGEE and the TOEFL iBT. Licensure: Full, current, and unrestricted license to practice pharmacy in a U.S. state, territory, Commonwealth, or District of Columbia. Must maintain registration if required for licensure. Lapsed or revoked licenses may only be appointed under VA Handbook 5005 provisions. Experience: GS‑12 requirements plus at least one year of experience at the next lower grade level. Assignments: Must be assigned to one of the following: Pharmacy Supervisor – professional and administrative management, budgetary execution, supervising pharmacists and technicians, interdepartmental relations, developing policies and training, and ensuring compliance with regulatory and accrediting bodies. Key knowledge, skills, and abilities (KSAs): Ability to supervise staff; effective oral and written communication; expert understanding of regulatory and quality standards; skill in managing people or programs. Preferred experience: Inpatient and scheduling experience, and some management experience. Physical requirements: See VA Directive and Handbook 5019. Duties Provides efficient continuing pharmaceutical service to outpatients and inpatients, assuring effective and expeditious utilization of all available resources (manpower, equipment, medication, supplies, and funds). Plans, schedules, and assigns work to subordinates based on priorities and employee capabilities. Ensures preventive maintenance of equipment and promptly reports required repairs. Maintains adequate stocks of medications and supplies; alerts Assistant Chief to prescribing trends and initiates procedures to keep inventory levels adequate. Furnishes orientation, guidance, direction, training, and supervision to pharmacy personnel. Ensures adequate staffing levels in all areas. Coordinates various programs, including bulk compounding, research, education, accountability, purchasing and inventory control, drug and supply storage and security, and controlled substances. Supervises use of computer terminals and printers; ensures subordinates receive appropriate orientation and training before operating equipment; evaluates ongoing training needs; provides additional training; resolves operational computer problems and escalates technical issues; protects and secures equipment and confidential patient data. Ensures compliance with hospital policies, VA regulations, ASHP and JCAHO standards, DEA laws, and other regulatory bodies. Evaluates employees’ work performance against approved performance plans; gathers data, writes performance plans, makes necessary changes, and recommends selections, promotions, status changes, awards, disciplinary actions, and separations. Explains management policies and gains employee support for cost reductions, quality improvements, and government‑wide personnel programs. Manages labor‑management relations, equal employment opportunity, and union matters; implements EEO and upward mobility programs. Discusses problems with related programs and informs the Assistant Chief of recurring issues; provides recommendations. Assists in orientation of new employees, residents, interns, nurses, and allied health professionals to pharmacy policies and procedures; participates in implementation of new programs. Manages prescription workload and diverse medical, research, and training programs; contributes to resolution of supervisory problems. Establishes and maintains systematic monitoring of all aspects of inpatient and outpatient areas. Provides sound judgment and tact when advising medical staff and other personnel on laws, policies, procedures, and professional matters; deviates from guidelines to ensure quality patient care. Serves on or acts as consultant to multiple healthcare system committees: Pharmacy and Therapeutics Committee, Ambulatory Care Committee, Pharmacy Nursing Committee, Medication Utilization Evaluation Committee; conducts bimonthly Safety Sub‑Committee meetings. Interviews applicants when requested. Maintains monthly floor inspection records, poison antidote drawers, and crash carts. Performs other duties as assigned.
