Position Title Operational Analyst Location Washington DC Program Federal Railroad Administration (FRA) Job Summary We are looking for an operations analyst to evaluate our client’s operations and recommend improvements. The analyst will develop and implement changes and new procedures based on a thorough review of policies, resources, processes, and procedures. Responsibilities Identify operational requirements and opportunities for improvement. Provide the FRA with operational support for developing the program and risk management plans for grants that fund the Amtrak Capital Program. Gather information by observing workflows, reading company reports, conducting employee interviews, etc. Determine appropriate methods to analyze operations, relevant information, and data. Document findings, prepare reports, and make recommendations. Provide the FRA with alternative grantee and stakeholder institutional structures, highlighting strengths for future best practices. Develop new processes and procedures to enhance operations. Work with managers and employees to implement changes. Train employees to use new systems or follow new processes. Determine the effectiveness of new processes. Develop input for a strategic plan to establish a cooperative process for a working relationship with Amtrak based on best practices involving data exchange. Establish and maintain quality standards. Ensure compliance with regulatory standards. Develop a Program Management Plan and a Program Risk Management Plan for the FRA to oversee and govern Amtrak's capital project execution. Requirements Degree in business administration or a related field required; master’s degree preferred. 2+ years of experience as an operations analyst or a similar position. Excellent communication skills, both verbal and written. Experience using statistical and database software. Consulting and project management skills. Strong analytical and problem‑solving skills.
