Facilities Supervisor

Join the City of Issaquah’s Facilities team and play a key role in providing essential public services throughout our community. As part of the Administrative Services Department, you’ll oversee the operation, maintenance, and repair of more than 30 facilities, including a City Hall, municipal jail, court, pool, and other critical public assets. You’ll lead a talented and collaborative team of five facilities professionals and work closely with the Facilities Division Manager, a new Capital Project Manager, and department partners across the organization. Together, you'll help ensure our facilities remain safe, functional, sustainable, and resilient. This is an exciting time to join the team. We’ve made significant progress addressing deferred maintenance needs and are implementing an asset management system to better plan for the future. Plans, implements and directs a variety of preventative and predictive maintenance programs, renovations, and repairs for all City-owned facilities; with a focus on customer service and quality work, to ensure that facilities are in good condition and that repairs are made in a timely and cost-effective manner. Coaches and mentors employees to develop their skillsets. Develops performance measures and evaluates effectiveness of workplans, programs, policies, and procedures. Recommend sand executes new operational practices, workflows, and procedures to effectively deliver services. Identifies needs for contracted services; prepares and negotiates bids and/or agreements; reviews billing; and monitors contractor’s performance; ensuring compliance with terms of agreements Works with staff, consultants, and contractors to manage repairs and capital maintenance programs; develops and monitors scopes, schedules, and budgets. Establishes safe work practices and programs to promote safety in the workplace; including a safety training plan. Supports sustainability commitments, reporting, and investments in sustainable practices, initiatives, and operations. Stays knowledgeable of changing laws, rules and regulations related to the operations and management of City facilities. Researches and resolves technical questions, concerns, and related issues. Develops standard operating procedures and maintains equipment/materials to anticipate and resolve issues during emergencies. Provides input into division budgetary and financial administration by providing major maintenance project scoping and estimates. Participates as a member of the City emergency operations team. Responds to and coordinates after-hour emergency calls. Education & Training High School Diploma or GED required, some college preferred; Five or more years of progressively responsible related experience (building maintenance/repair or construction experience in a variety of building trades preferred). Two years of program or project coordination/management experience. Three years of team lead, supervisory, or other demonstrated leadership experience. Experience with CMMS systems, such as Cartegraph, preferred. Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and ability required to perform the job. REQUIRED LICENSES AND CERTIFICATIONS A valid driver's license and acceptable driving record. Credentials required to be a “qualified person” as defined by the Washington State’s Clean Building Performance Standard preferred. BOMA certification, Building Operator Certificate, or similar certification preferred. Ability to obtain Criminal Justice Information Systems certification. Current first aid and CPR card or be able to obtain within 60 days of hire. Knowledge of: Modern principles and practices of facility maintenance and operations, including related trades, crafts and service areas, including HVAC, plumbing, electrical, locksmith, electronic, carpentry, glazing, and mechanical systems. Principles of supervision, training and performance evaluation. Principles and practices of project and construction management. Pertinent Federal, State and local laws, codes and regulations related to facility operations, maintenance, design, access, and safety, including building, fire, electrical and related codes, including the Clean Buildings Performance Standards. Facility decarbonization projects, including renewable energy systems, microgrid systems, facility electrification, and EV chargers. Public works procurement. Skill in: Resolving conflicts. Managing competing needs. Create a motivating, challenging, positive, safe, productive, healthy, and educational environment for employees. Managing projects. Use of computers and electronic technology software applications; examples include Word, Excel, Outlook, GIS, SharePoint, CarteGraph (or other CMMS system), Teams, OneNote. Ability to: Be a good leader and mentor to the facilities crew. Recognize and encourage behaviors that contribute to teamwork. Mentor staff in work methods and procedures. Develop effective maintenance programs that balance work requests, preventative maintenance, and projects. Manage projects and contracts. Manage, coordinate, supervise, and evaluate the work of service providers and contractors. Meet deadlines and respond timely to achieve common goals. Make difficult decisions in a timely manner. Plan, organize, prioritize, and schedule work assignments. Analyze, monitor, and evaluate maintenance operations and procedures. Be a good partner and work innovatively with other Administrative Services divisions (IT, Emergency Management, Communications, and Fleet) and other Departments to support citywide services. Support city staff with timely and thoughtful communication and facilities that meet the needs of their work and customers. Work cooperatively with other staff to produce innovative solutions. Be receptive to the attitudes, feelings or circumstances of others and aware of influence of one’s own behavior on them. Communicate clearly and concisely, both verbally and in writing. Establish and maintain effective working relationships with staff, contractors, facility patrons and other members of the public. Remain current with new technology, industry regulations, best practices, and legal issues. Read and understand building and landscape blueprints. Analyze complex operational and administrative problems, evaluate alternative sand recommend effective courses of action. Working Conditions Work is often performed in an office environment; however, the incumbent makes frequent field visits to oversee maintenance and construction activities. Work in the field entails walking on a variety of surfaces and negotiating obstacles within construction sites. Employee routinely walks, stands, climbs, balances, bends, stoops, kneels, crouches, and/or crawls. Drives a city vehicle. Work schedule may vary seasonally and may include weekends.
