Title: OTP Program Director/Clinic Manager

Location: Hawaiian Gardens, CA 90716 - 21505 Norwalk Blvd.

Reports To: Compliance Officer

Time/Status Regular/Full Time Early Morning 8-hour shift – Monday through Friday

 

Overview of Position

The Substance Abuse Program Director/Clinic Manager, is responsible for the day-to-day Opioid Treatment Program (OTP) clinic operations, including supervision to all clinic staff. This is an onsite position.

 

Duties and Responsibilities

Supervise the day-to-day operations of the clinic.

• Follow and monitor compliance with the company policies and procedures, state, county and federal regulations and accreditation standards.
• Conduct and monitor Performance and Quality Improvement (PQI) and DHCS (Quality Assurance (QA) activities within the timeframes as required by applicable federal and state regulations, Council of Accreditation (COA), County Contracts, Healthcare Insurance Contracts, and Company Policies such as:

1. Patient Intakes, Patient Discharge Planning
2. Initial and Updated Needs Assessment(s), Initial and Updated Treatment Plan(s)
3. Justification for Continued Treatment, Case Management and Recovery Services
4. Ensure accurate records of all sessions for appropriate billing, and perform fraud prevention activities
5. Upholding of Patient Rights.

Work with Compliance Analysts and Supervisors in the following areas:

1. Interview candidates for new hires within the clinic staff
2. Review Employee Handbook with new hires
3. Conduct trainings, meetings, clinical supervision and case conferences in accordance with the company’s monthly program requirements
4. Attend Manager Meetings

• Monitor the productivity of staff and clinic census
• Promote and market clinic using organizational flyers, leaflets, business cards, etc.
• Monitor the finances of the OTP clinic
• Maintain strict confidentiality and HIPPA guidelines
• Establish and maintain effective and professional relationships with patients, consumers, employees, and the community
• These duties are not all inclusive, other duties as assigned

 

Knowledge, Skill, and Ability

• Strong knowledge of Medication-Assisted Treatment (MAT) and evidence-based practices for substance use disorders.
• Experience with quality assurance, regulatory compliance, and accreditation surveys (CARF and/or Joint Commission preferred).
• Excellent verbal and listening skills
• Ability to supervise case managers/counselors and review their case files on a regular basis
• Understand crisis management and effectively utilize de-escalation techniques
• Demonstrate good decision making in dealing with safety issues and with aggressive and/or intoxicated patients, if required
• Outstanding analytical and problem-solving skills
• Mediation, negotiation, and conflict resolution skills
• Emergency response skills
• Ability to prepare reports when asked in a timely manner and otherwise meet company-imposed deadlines
• Mandatory attendance for trainings at our training site

Qualifications

• Possess an Alcohol & Drug Counselor license, certification by a state approved “Certifying Organization” recognized by the Department of Health Care Services
• Bachelor’s degree in Healthcare Administration, Behavioral Health, Psychology, Social Work, Counseling, Public Health, or a related field required.
• Minimum of 3–5 years of leadership experience in a behavioral health, substance use disorder treatment, or healthcare setting.
• Minimum of 2 years of supervisory experience managing multidisciplinary teams.
• Knowledge of  California DHCS ,  SAMHSA , and  DEA regulations governing Opioid Treatment Programs.
• Experience managing clinic operations, staffing, census building, scheduling, and performance improvement initiatives.
• Proficient with electronic health record (EHR/EMR) systems and Microsoft Office.
• Current California driver’s license with reliable transportation (if travel between clinics is required).
• Maintain compliance with the requirements for continuing education hours and/or units (CEH or CEU) as determined by the Department of Health Care Services and the “Certifying Organization”.
