MAREC Action is hiring a new team member to help advocate for electricity transmission expansion and other RTO issues to help facilitate the development of solar, battery storage, onshore wind and offshore wind in the PJM footprint. The PJM and Transmission Policy Manager will be a key member of MAREC Action, involved in advocacy in the largest U.S. electricity market to help build a cleaner, more affordable grid.

MAREC Action (MAREC informally stands for “Mid-Atlantic Renewable Energy Coalition”) is a 501.c4 non-profit dedicated to the growth of renewable energy technologies that improve our environment, diversify our electricity generation portfolio, and boost economic development in the region. Our mission is to improve and enhance the opportunities for renewable energy development in ten jurisdictions in the PJM region in and around the Mid-Atlantic, specifically: Delaware, District of Columbia, Kentucky, Maryland, New Jersey, North Carolina, Ohio, Pennsylvania, Virginia, and West Virginia. MAREC Action is guided by a board of directors—comprised of member company staff representing their employers. From corporate global entities to regional renewable energy startups, MAREC Action counts more than 50 businesses as members. We provide education and expertise on the economic benefits and environmental sustainability of solar and wind energy; offer technical expertise and advice on operating and integrating solar and wind into the power grid; and promote fair policies, rules, and regulations to expand the region’s electric transmission system to accommodate the growth of renewable energy and energy storage.

Position details:

The PJM and Transmission Policy Manager will shape and advocate for policies to develop more transmission lines and enhancements in the PJM footprint to support the growth of renewable energy and energy storage—in a cost-effective, safe and reliable manner. Under the direction of the Director, PJM Affairs, the duties will include managing and leading the organization’s advocacy regarding wholesale electricity market activities, including market design, resource adequacy, transmission planning, interconnection, and large load integration. The position will necessitate that the PJM and Transmission Policy Manager be able to prepare and deliver presentations, conduct policy research, prepare memos, and attend stakeholder meetings at PJM related to transmission and other issues. This position will require outreach to MAREC Action members and other stakeholders, including organizing briefings, meetings, emails, and phone calls. Some travel will be required to attend and cover the priority stakeholder meetings; attend relevant regulatory and legislative proceedings and industry conferences; and engage with policymakers.

Duties and responsibilities:

• Advance transmission and market policies that support robust deployment of affordable, reliable clean energy solutions spanning solar, wind, storage and advanced transmission technologies.

• Work with MAREC's members to synthesize feedback, identify transmission and PJM market priorities, and develop a coordinated strategy annually.
\n
• Attend PJM membership meetings, including the PJM Annual Meeting, MC, MRC, Planning Committee, relevant working groups, and other meetings if relevant. Identify member consensus positions and leverage that consensus to achieve results.
\n
• Provide summaries and analysis of PJM proposals, as well as state policies related to transmission and PJM.
\n
• Write blogs, position papers, and fact sheets.
\n
• Support the Director, PJM Affairs, in executing member engagement events with key stakeholders.
\n
• Represent MAREC in state legislative, rulemaking, and administrative processes, as needed.
\n
• Over time, and with the support of the Director, PJM Affairs, develop and maintain robust working relationships with members, coalition partners, philanthropy, media, and key legislative, regulatory, and administrative staff.

• Alongside MAREC's Director, PJM Affairs, run MAREC committee calls related to transmission and PJM.
\n
• Coordinate and align clean energy trade associations active in PJM on joint positions and comments.
\n

Candidate Qualifications:

MAREC Action is seeking an individual with at least two years of postgraduate electric power industry or regulatory experience. Strong candidates will possess a combination of the following skills and experience. If in doubt, please apply.

·      Policy analysis skills and techniques.

·      Qualitative and quantitative data interpretation skills.

·      Excellent interpersonal and communication skills.

Location:

This position is fully remote and the candidate must be willing to regularly attend in-person meetings at PJM, state capitals and elsewhere. Although the position is remote, the ideal candidate will live within easy commuting distance to PJM’s Audubon Pennsylvania campus. At minimum, the candidate MUST live in or be willing to move to one of the ten jurisdictions within MAREC Action's footprint. These jurisdictions are: Delaware, District of Columbia, Kentucky, Maryland, New Jersey, North Carolina, Ohio, Pennsylvania, Virginia, and West Virginia.

Benefits:

MAREC Action employees enjoy a flexible and supportive workplace with commensurate benefits including 20 days of paid time off (PTO) and 3% retirement matching funds. MAREC Action does not have an employer health plan but provides an unrestricted $12,000/year stipend.

Compensation:

Base salary range for this position is $102,000 to 122,000—inclusive of a taxable $12,000 annual healthcare stipend. The position qualifies for merit and performance-based annual bonus.
