Plans, directs, manages, and oversees the projects, operations, and diverse staff of the Public Services eleven (11) divisions including but not limited to, public works and utilities administration, water distribution, wastewater collection, stormwater and canals, engineering, grounds maintenance, and capital improvement and the design construction and maintenance of new development and all city streets. Performs complex administrative activities providing guidance and developing and implementing goals and policies to improve service delivery and meet population growth needs and maintain and improve infrastructure. Coordinates with external local, state, and federal agencies and ensures regulatory compliance across all divisions and actions.

Position is primarily focused on directing, coaching, developing, and evaluating other people. Position requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the organization's business strategies. Reports to the Deputy City Manager or designee.

Supervisory Responsibilities

Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.

Assesses and monitors workload; identifies opportunities for improvement and implements changes.

Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance.

Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

Minimum Qualifications

Bachelor's degree in civil or environmental engineering; supplemented by ten (10) years of progressively responsible experience in governmental public works/services, including five (5) years in a management role and three (3) years in senior public works administration; or an equivalent combination of education, certification, training and/or experience.

Required Certifications and Licenses

Florida Professional Engineer (PE) license or active license from another state with the ability to obtain a Florida PE license by endorsement within 6 months of hire.

Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.

National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.
