Learning Program Manager

Under limited supervision, the Learning Program Manager identifies training needs and translates them into comprehensive programs that strengthen procurement capability across the Office of the Purchasing Agent and supported County departments. The role designs and delivers training for internal staff and external stakeholders as required, including departments, vendors, and community-facing audiences, and develops instructional materials, job aids, and standard learning resources. The Learning Program Manager leads training sessions, evaluates effectiveness, and drives continuous improvement of training content and delivery. The position requires strong learning and development expertise, instructional design capability, and the ability to communicate effectively across all levels of the organization.

Duties and Responsibilities:

• Assesses training and development needs for the Purchasing Office and Harris County departments by conducting observations, interviews, and focus groups; coordinating with Office leadership and division directors; and partnering with County HRT and outreach/engagement teams to understand county-wide training requests, priorities, and competency gaps.
• Designs and maintains structured training curricula, lesson plans, learning paths, job aids, and reference materials aligned to procurement policies, procedures, compliance requirements, and role-based competencies across Purchasing functions.
• Develops and delivers instructor-led and blended training for internal staff, Harris County departments, and external stakeholders as required, including vendors and community-facing audiences, to strengthen procurement best practices and consistent process execution.
• Coordinates training logistics and delivery operations, including scheduling, facilities/technology setup, training supplies and manuals, attendance tracking, and standardized record keeping to support program continuity and documentation requirements.
• Evaluates and manages training effectiveness by facilitating delivery, monitoring participation and completion, tracking outcomes against objectives, and using performance data and stakeholder feedback to refine lesson plans, update materials for policy changes, and strengthen adoption of standardized procurement practices.
• Supports vendor and community engagement by partnering with communications/outreach staff and Harris County DEEO to promote training opportunities, support vendor events and public outreach initiatives, and ensure training content and messaging align with departmental standards, compliance expectations, and stakeholder needs.

Requirements

Education and Experience:

• Master's degree in a directly related field and two (2) years of relevant work experience required, including one (1) year procurement experience; OR Bachelor's degree in a directly related field and four (4) years of relevant work experience required, including two (2) years of procurement experience.

Knowledge, Skills, and Abilities:

• Demonstrated understanding of adult learning principles and instructional design models
• Strong knowledge of organizational learning strategies and industry-specific regulations
• Knowledge of LMS platforms, virtual collaboration tools, and content-creation software, using to deliver high-quality, scalable training in synchronous and asynchronous formats.
• Strong communication skills, both verbally and in writing
• Ability to translate organizational priorities, procurement trends, and operational performance issues into long-term training strategies and curricula that strengthen workforce capability
• Ability to design, develop and deliver trainings for diverse audiences, including internal staff and external stakeholders and users
• Skill in simplifying complex procurement concepts and process changes to be understandable and digestible for employees, departments, and vendors, ensuring adoption and confidence.
• Ability to build trust and credibility with leadership, subject-matter experts, operational staff, vendors, and community partners to secure participation, align on training expectations, and gain support for continuous improvement.
• Ability to introduce new training approaches, modern learning modalities, feedback mechanisms, and evaluation frameworks that keep the program fresh, effective, and aligned with evolving procurement and operational needs.

Preferences

• Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD) preferred.

General Information

Position Type and Typical Hours of Work:

• This is a full-time position with the typical working hours of Monday - Friday from 8 AM to 5 PM.
• Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

Reporting Relationships:

• Reports to: HR Manager

Work Environment and Physical Demands:

• This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
• The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds.
• The role is predominantly sedentary, involving mainly sitting with occasional standing and walking
