Under general supervision the Recreation Programmer, the Seasonal Aquatic Supervisor assists the Recreation Programmer with the planning, promotion, implementation and supervision of seasonal aquatic programs, staff and facilities. The Aquatic Supervisor is responsible for overseeing various activities at City of Janesville Aquatic Facilities, Rockport and Palmer Pools. Reports to: Recreation Programmer. Works with seasonal employees on a regular basis and communicates with other division employees, professional staff, lifeguards, pool patrons, and the general public. Supervises: Head Guards, Lifeguards, Swim Instructors and Concessions/Cashiers.
Essential Duties

- Assists the Recreation Programmer with planning, promoting, and implementation of aquatic activities at Rockport and Palmer Pools.
- Supervises aquatic facilities, including program development, staff training, and facility, equipment, and pump room maintenance.
- Supervises seasonal staff including scheduling of work hours, assigning and monitoring of work duties, serving as a point of contact, evaluating pool staff's work performance, reviewing, coding and approval of timecards, and maintaining of staff records.
- Serves as Head Guard/Aquatics Supervisor on duty as per schedule.
- Conducts staff in service trainings on a variety of topics including rescue skills, EAP, CPR/AED, swim lessons, facility maintenance procedures, and general policies.
- Purchases materials and supplies as needed, inspects and inventories equipment and facility needs.
- Coordinates and confirms reservations for rentals, parties, and swim meets and ensures all supplies and food/beverage needs are purchased or ordered.
- Makes recommendations concerning general program structure, policy and rule changes and facility improvements.
- Handles situations requiring disciplinary action of aquatic staff and participants including but not limited to issuing warning letters and suspension of patrons from facilities.
- Monitors quality of programs and efficiency of delivery by documenting information and preparing reports in terms of attendance, revenues and expenses, injuries, facility maintenance, water testing and participant satisfaction.
- Ensures all aquatic staff are properly and accurately trained and certified in the safe and proper delivery of aquatic activities, proper use of all machinery and equipment, measurement and logging of chemical readings and use.
- Enforces safety rules and regulations, facility policies, patron code of conduct and WI pool code.
- Respond quickly and appropriately to any emergencies, including administering first aid, CPR or AED as required. Directs staff in the event of emergency while on duty.
- Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices.
- Handles public inquiries, including phone calls, emails, and office contacts.
- Performs other special projects and other job duties as assigned or required during regular and non-business hours.
Prepares written publicity for promoting aquatic programs. Attends all staff meetings and trainings as requested by supervisor. Familiarizes self with concession stand operations. Assists with supervision and training of concession stand personnel. Fills in at concession stands as needed and feasible. All other projects and duties as assigned by supervisor.
Minimum Position Requirements/Qualifications
The requirements listed below are necessary to perform the essential duties of the position. Education, Certifications and Experience:
- Must be 18 years of age or older.
- Completion of two years of college or technical school in the areas of recreation, physical education, sports management or related field or the equivalent combination of training, education and/or experience. Bachelor's degree preferred.
- Must have prior aquatics experience. At least two years of supervisory experience preferred.
- Possess or ability to obtain a valid State of Wisconsin driver's license.
Other Qualifications:
- Current American Red Cross Lifeguard Instructor Certification.
- Current American Red Cross Lifeguard, CPR, First Aid, and AED certification.
- Current American Red Cross Water Safety Instructor Certification preferred.
- Certified Pool Operator or Aquatics Facility Operator Certification preferred or willing to obtain.
- Certified Food Manager Certification preferred or willing to obtain.

- Skill in providing necessary emergency care and leading and directing staff.
- Basic level of technical proficiency skills, including computer applications and software such as Microsoft Office and Adobe Acrobat.
- Ability to develop and conduct programs in a variety of aquatic settings.
- Ability to oversee all program and maintenance needs of aquatic facilities.
- Knowledge of pool chemical systems and water testing procedures.
- Ability to follow city policies, work independently and make sound decisions.
- Ability to manage program budget and to maintain accurate financial records including admissions and concessions.
- Ability to accurately track all participation numbers as well as attendance.
- Ability to hire, train, supervise and evaluate seasonal employees.
- Ability to work evenings, weekends and holidays as needed.
- Ability to make decisions according to applicable laws, regulations, established procedures, and the directives of the City Manager and City Council.
- Ability to compose routine correspondence and routine reports in a clear, concise, logical, and effective manner, utilizing proper grammar, spelling, punctuation, sentence structure, and tone.
- Ability to comply with all safety policies, practices, and procedures, and report all unsafe activities or conditions to supervisor.
- Ability to maintain a valid, state-issued driver's license.
