Streets Operator

Summary: Operates various vehicles and equipment (heavy, large and specialized equipment and vehicles)

Supervision Received: Receives general supervision from the City Engineer, Streets Superintendent, Street Supervisor or designee

Supervision Exercised: None

Essential Functions:

Operates a variety of light and heavy vehicles and equipment in the maintenance and repair of street, water and sewer lines, recreation and parks projects, hauling and unloading of equipment, materials and supplies, and other public works activities

Operates street sweeper, power rollers, garbage trucks, and other large heavy vehicles

Operates construction or power equipment, including backhoes, front-end loaders and hydraulic excavators

Operates a dump truck as required in municipal construction projects, may be required to participate in other maintenance and repair tasks when not operating vehicles

Works with and assists line crews with digging ditches and trenches; hoisting material, tools and equipment; and other related activities

Performs general maintenance of vehicles and equipment

Ensures safety rules and regulations are followed

Operates compactors, concrete mixers, pneumatic hammers and air compressors

Operates street sweeper, power rollers, garbage trucks, dump trucks, backhoe, paving machines, trenchers, front end loaders in the excavation and backfilling of trenches and other needed heavy equipment and vehicles

Performs cleaning and maintenance of the wastewater treatment plant

Washes and vacuums sewer lines

Works with and assists line crews with digging ditches and trenches; hoisting material, tools and equipment; and other related activities with a backhoe or front-end loader

Installs, operates, repairs and maintains drainage lines and man holes; performs man hole fumigation

Works with and assists water crews with the repair and maintenance of water mains, valves, services, meters, fire hydrants and other water supply

Responds to emergency calls regarding water quality, pressure and leaks

Performs general maintenance of vehicles and equipment

Documents and communicates any discrepancies or concerns to supervisor(s)

Sets up traffic control

Supports the relationship between the City of Nogales and the general public

Maintains confidentiality of work-related issues and City information

Performs other duties as required or assigned

Knowledge Of:

Operations of motorized construction and maintenance equipment and vehicles

Using initiative, discretion and judgment within established procedures guidelines and rules

Using power and hand tools and equipment

Operating various motorized vehicles and equipment

Establishing and maintaining cooperative working relationships with managers, supervisors, employees and the general public

Minimum Qualifications:

Education, Training and Experience: High school diploma or GED equivalent

One (1) year of heavy equipment and large vehicle operation

OR an equivalent combination of education, training, and experience

Preferred Qualifications:

Experience in Heavy Equipment including backhoes, bob-tails, front-end loaders, and hydraulic excavators

Spanish language fluency

License and Certification Requirements:

Arizona State Class B Commercial driver's license

Physical Demands and Working Environment: Work is performed in an outdoor work environment. May be required to lift and carry items weighing up to 100 pounds. May be exposed to dangerous machinery, extreme weather conditions, hazardous chemicals and infectious diseases. May be required to climb ladders. May be required to work in trenches. Reasonable accommodations will be made as required.

Retirement Systems

The City of Nogales offers retirement benefits through the Arizona State Retirement System (ASRS) and the Public Safety Personnel Retirement System (PSPRS).

Deferred Compensation 457 Plan

Employees may elect to defer an amount or percentage of income into this plan, as limited by IRS rules, through Nationwide and AXA-Equitable.

Health Insurance

The City of Nogales provides employees with medical insurance through City of Nogales Employee Benefit Trust Plan. The plan is administered by Summit Administrators.

Time and Accruals

Holidays

The City allows time-off with pay for eleven (11) observed holidays and one floating holiday. Observed holidays include New Year's Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day following Thanksgiving Day, Christmas Day, and one Floating Holiday.

Vacation

During years 1-4 of employment, employees earn 12 days per year. During years 5-9, employees earn 15 days per year, during years ten and above, employees earn 20 days per year. Vacation time is available for use upon completion of probationary period.

Sick Leave

Each employee accrues 96 hours of sick leave each year, which may be used as it becomes available.

Donation of Hours

The City allows for employees to transfer (donate) accrued sick and vacation leave to another employee for a medical emergency, if eligible.

Bereavement Leave

Bereavement leave is available to employees for the death of an immediate family member; a full-time employee may be granted three (3) days. If out-of-state travel is required, five (5) days may be granted.

Life Insurance/Accidental Death and Dismemberment Insurance

The City provides a basic life insurance ($50,000) and a matching accidental death and dismemberment insurance amount for every qualified employee at no cost to the employee. This coverage is effective on the first day of the month following the day of employment. Supplemental life insurance for 1X, 2X or 3X the basic life amount is available. Employee may purchase dependent life coverage.

Industrial or Workers Compensation Insurance

All City full-time employees are covered by workers compensation insurance through Southwest Risk.

Tuition Reimbursement

Full-time employees that have completed three (3) years of service may be eligible for tuition reimbursement based on approval by the City Manager and available funds. Reimbursement is provided after submission of grade transcripts and receipts for a maximum of $4,000 per fiscal year.

Jury Duty, Military Leave, Family Medical Leave

The City follows all federal and state laws and grants leave for jury duty, military leave, and family medical leave.
