Job Goal:
Provide leadership, management, and strategic direction for the Court Appointed Special Advocate (CASA) Program serving Umatilla and Morrow Counties. The CASA Program Manager is responsible for volunteer recruitment, onboarding, training, support, retention, community outreach, fundraising support, program administration, and ensuring quality advocacy services for children involved in the child welfare system. The position serves as the primary ambassador for the CASA program and works collaboratively with courts, community partners, volunteers, donors, and agency leadership to strengthen and sustain the program.
Essential Responsibilities:
Volunteer Recruitment, Onboarding, and Support
- Develop and implement volunteer recruitment strategies to increase the number and diversity of CASA volunteers.
- Conduct volunteer outreach, screening, interviews, reference checks, and selection activities.
- Coordinate and facilitate pre-service training for new CASA volunteers.
- Provide ongoing supervision, coaching, mentoring, and support to CASA volunteers.
- Ensure volunteers receive required continuing education and in-service training.
- Develop and implement volunteer retention and recognition activities.
- Maintain volunteer records and ensure compliance with CASA program standards and requirements.
- Foster a positive volunteer experience that promotes engagement, effectiveness, and retention.
Community Outreach and Fundraising Support
- Serve as a public representative and ambassador for the CASA program throughout Umatilla and Morrow Counties.
- Coordinate and deliver presentations to community organizations, businesses, civic groups, schools, faith-based organizations, and other stakeholders.
- Increase public awareness of CASA and the needs of children in foster care through outreach and community engagement activities.
- Build and maintain collaborative relationships with community partners, businesses, foundations, service organizations, and stakeholders.
- Assist in planning, coordinating, and implementing fundraising activities, donor engagement events, volunteer recognition events, and community awareness campaigns.
- Collaborate with agency leadership by providing program information, success stories, data, and outcome information to support grant writing, fundraising efforts, sponsorship development, and donor stewardship.
- Assist with the development of recruitment, outreach, and promotional materials
CASA Case Management and Child Advocacy
- Assign, monitor, and supervise CASA volunteer case activities.
- Review and approve volunteer reports, court reports, and case documentation.
- Attend court hearings, staffings, and meetings as needed.
- Ensure confidentiality, safety, and quality advocacy services for children assigned to the program.
- Monitor case progress and assist volunteers in identifying and addressing child and family needs.
- Ensure compliance with National CASA and Oregon CASA standards, court requirements, and agency policies.
- Maintain current Memorandums of Understanding and partnership agreements.
Program Administration and Development
- Collect, analyze, and report program data and outcomes.
- Maintain accurate records and databases, including Optima and other required reporting systems.
- Prepare monthly reports.
- Monitor program performance and identify opportunities for improvement and growth.
- Participate in program planning, evaluation, and strategic development efforts.
- Support program sustainability through community engagement, volunteer development, and collaborative partnerships.
Staff Leadership and Professional Development
- Coach, mentor, and support staff and volunteers through effective communication, feedback, and performance management practices.
- Demonstrate leadership that promotes accountability, teamwork, continuous improvement, and positive workplace culture.
- Ensure fiscally responsible use of agency resources
General Staff Responsibilities:
- Participate in staff meetings, conferences, training sessions and workshops as assigned
- Demonstrate familiarity with employment policies, performance standards, work plan and objectives of Agency
- Maintain congenial and respectful relations with staff, children, families and community
- Keep current and accurate records and file reports on time
- Maintain confidentiality in regards to staff and family information
- Maintain objectives and professional standards
- Improve self-skills and education
- Fulfill role as mandated reporter as stated in Child Abuse and Neglect Policy
- Be present at work in order to provide consistency of services
- Be a contributory team member in a positive/productive manner
- Demonstrate commitment to mission, values, and policies in the performance of daily duties
- And or any other duties deemed necessary by your supervisor
Education Requirements:
- Preferred-BA in Social Services, Social Work, Sociology, or a related field
- AA in Social Services, Social work, Sociology or a related field
Experience and Skills Requirements:
- One year of experience in social work preferred
- Supervisory experience (preferred)
- Strong skills in volunteer management, program planning, and child advocacy
- Knowledge and understanding of child abuse and neglect, trauma, and child welfare systems (preferred)
- Requires effective interpersonal and oral communication skills for supervisory duties
- Must be detail-oriented and possess excellent organizational and analytical skills with the ability to research best practices and compliance guidance, complete work accurately, meet deadlines, and follow through on job duties and projects
- Requires the ability to use abstract reasoning, problem-solving, planning, and analytical skills
- Community service experience (preferred)
- Ability to coordinate and/or conduct training sessions (preferred)
- Multi-cultural experience (preferred)
- Administrative background (preferred)
- Knowledge of risk/protective factors model and substance abuse prevention (preferred)
- Adequate means of transportation
- Desire to work with low-income children and their families
Physical Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to:
- Observe, compare, and monitor behaviors, records, and data to determine compliance with prescribed standards
- Comprehend, analyze, and make inferences and references from written material
- Lift and move heavy and/or bulky objects up to 50 lbs.
- Sit for long periods of time with a keyboard and do data entry at a computer.
- Occasionally required to stand, use hands to finger, handle, or feel and reach with hands and arms.
- Frequently required to drive, walk and climb stairs in the office and in a variety of community-based and home settings.
- Occasional filing is required. This would require the ability to lift files, open filing cabinets, and bend as necessary;
- Produce written documentation with clearly organized thoughts using proper sentence construction, punctuation, and grammar.

Work Environment/Conditions:
- The work environment includes indoor office environments or comparable spaces and community spaces, with some exposure to outdoor weather when traveling between sites. The noise level varies by site and meeting.

Organizational Requirements:
- Current enrollment in the Child Care Licensing Division’s Central Background Registry
- Current physical examination, drug screen, and TB screen documentation prior to hire
- Ability to drive a private or Agency vehicle; must possess a valid driver's license and personal automobile or provide a plan that will allow fulfillment of position requirements. A DMV Record check will be conducted prior to hire.

- Communicate effectively with staff, families, children, and the public using the telephone and in face-toface, one-to-one, and in group settings
- Fluent in English both verbally and written
