PRIMARY SCOPE
The Site Safety Specialist supports Fisher Industries' heavy civil construction, aggregate, mining, asphalt, concrete, crushing, and related field operations by helping ensure compliance with company safety expectations, client requirements, site-specific plans, and applicable OSHA, MSHA, EM 385-1-1, DOT, and other regulatory standards. This role provides daily on-site safety support at an assigned job site, conducts inspections and training, identifies and helps control hazards, supports incident response and corrective actions, and works directly with project leadership, foremen, crews, subcontractors, and management to maintain a safe, productive, and compliant workplace.
This position is assigned primarily to one job site and requires a consistent on-site presence during active work activities. Limited travel may be required for training, project support, regional meetings, or temporary coverage, but regular or extensive travel is not expected for this role. The position may require occasional schedule flexibility, including early mornings, nights, weekends, or extended shifts based on project needs.
PRIMARY DUTIES
The Site Safety Specialist is expected to maintain a visible field presence, identify hazards before they result in incidents, support Fisher's Stop Work Obligation, and communicate safety concerns clearly and professionally with employees, subcontractors, and project leadership.
- Conduct daily/weekly site inspections and document hazards.
- Lead Job Hazard Analyses (JHAs), Job Safety Analyses (JSAs), or other risk assessments.
- Support and verify required permits and plans, including hot work, confined space, excavation, blasting, lift plans, and other high-risk work controls as applicable to the assigned site.
- Evaluate high-risk tasks such as confined space entry, energized work, excavation, blasting, heavy equipment operations, and working at heights.
- Recommend controls following the hierarchy of controls.
- Conduct safety inspections, audits, incident investigations, and equipment inspections; document findings; and follow up on corrective actions to help reduce risk.
- Partner with Project Managers, Superintendents, Foremen, and site leadership to interpret project safety requirements, evaluate field conditions, support incident investigations, and implement corrective action measures.
- Develop and conduct onsite worker training on applicable safety laws, company requirements, hazard recognition, site risk assessments, and proper use of required safety equipment.
- Implement site-specific safety plans (SSSP), mine safety programs, emergency response plans, and hazard communication (HazCom) programs.
- Monitor contractor and subcontractor compliance with project, site-specific, OSHA, MSHA, and mine safety requirements.
- May deliver required training such as new hire orientation, site-specific orientation, hazard recognition, PPE, lockout/tagout, fall protection, equipment safety awareness, contractor site-specific training, and mining-related training when applicable.
- Conduct toolbox talks, pre-shift safety meetings, and refresher sessions.
- Verify worker qualifications, permits, and task training.
- Monitor compliance with EM 385-1-1, OSHA, MSHA, NFPA, ICC, EPA, and DOT regulations in accordance with statutory and contractual requirements
- Administer and manage the substance abuse testing and occupational health programs for the organization
- Compile, analyze, and report statistical data related to occupational illnesses and incidents as required
- Monitor atmospheric hazards, dust levels, noise exposure, and ventilation in mining areas.
- Assist with detailed incident investigations and root cause analysis, compliance reviews, general risk assessments and other employee health and wellness evaluations, to support health, safety and environmental management initiatives
- Comply with all Federal and company policies, procedures, and standards of safety
- Promote a strong safety culture through coaching and one-on-one interactions.
- Encourage hazard reporting and reinforce Fisher's Stop Work Obligation when unsafe conditions or behaviors are identified.
- Participate in safety committees, audits, and leadership safety walks.
- Assist the Regional Safety Manager with data, statistics, site visit coordination, scheduling, and follow-up items related to the assigned job site.
- Support site environmental and emergency response requirements, including spill response coordination, fire prevention, evacuation planning, severe weather readiness, first aid response support, and communication of emergency procedures to field personnel.
- Support safe equipment, vehicle, and traffic-control practices on site, including monitoring haul roads, backing operations, spotter use, pedestrian separation, mobile equipment interaction, seat belt use, and compliance with company vehicle and DOT-related expectations when applicable.
- Perform other duties as assigned
REQUIREMENTS
- Minimum of 2 years of safety experience in heavy civil construction, aggregate, mining, general industry, or related field operations.
- Working knowledge of OSHA 1926, OSHA 1910, MSHA Part 46 or Part 48, and applicable site-specific safety requirements preferred.
- OSHA 30-hour Construction, First Aid, and CPR certifications preferred; Fisher will provide training if needed.
- Competent person training in fall protection, excavation, confined space, and lockout/tagout preferred; Fisher will provide training if needed.
- Must meet EM 385-1-1 SSHO requirements when assigned to projects where EM 385-1-1 applies; Fisher will provide training if needed.
- Proficient in Microsoft Office, Bluebeam, and safety management or reporting systems used to document inspections, incidents, training, and corrective actions.
- Must have ability to wear full construction PPE to include fall arrest harnesses or respirators
- Must be able to lift and carry up to 50 lbs.
- Acceptable MVR in accordance with Fisher's Company Vehicle Program policy
- Ability to complete work tasks under various adverse weather conditions including heat above 100 degrees, cold, and rain
- Ability to pass a pre-employment drug test
