Emergency Management Planner

Position Summary The Oklahoma Department of Emergency Management (OEM) is seeking an Emergency Management Planner to support the Resilience area, located in Oklahoma City. This full‑time, regular position is governed by the Oklahoma Civil Service system and is subject to a 12‑month trial period. Annual salary up to $72,000.00 based on education and experience. Key Responsibilities State Administrative Plan & Program Compliance Primary coordinator and custodian of the Oklahoma State Administrative Plan (SAP) and associated documentation. Develop, maintain, revise, and coordinate updates to the SAP. Ensure alignment of planning documents with federal and state statutes, regulations, grant requirements, and agency policy. Coordinate review cycles and stakeholder input processes for statewide planning documents. Monitor planning requirements linked to FEMA grant programs and emergency management guidance. Develop administrative procedures, planning guidance, and supporting documentation for compliance. Support audits, monitoring activities, and program reviews involving planning deliverables. Hazard Mitigation & Resilience Planning Support statewide resilience initiatives through risk analysis and mitigation strategy development. Coordinate development and integration of hazard mitigation planning efforts supporting state and local resilience. Assist in identifying and prioritizing mitigation opportunities that reduce risk to people, property, infrastructure, and critical services. Lead planning initiatives involving hazard vulnerability assessments, consequence analysis, and predictive evaluation of cascading impacts to critical infrastructure and community lifelines. Promote integration of mitigation concepts into emergency management, community development, infrastructure, and land‑use planning. Assist local jurisdictions in understanding and implementing mitigation planning requirements and best practices. Support development of planning products that strengthen long‑term resilience and disaster risk reduction. Continuity Planning & Operational Readiness Coordinate continuity planning efforts for continuity of government and operations capabilities. Develop, maintain, and improve Continuity of Operations (COOP) planning initiatives. Facilitate workshops, planning teams, and stakeholder coordination activities. Support continuity planning for critical functions, essential personnel, communications, facilities, and resource requirements. Assist agencies and stakeholders in developing continuity capabilities and planning products. Coordinate testing, validation, and improvement of continuity plans through exercises and planning activities. Promote integration of continuity planning with preparedness, resilience, and emergency operations programs. Planning Integration & Technical Assistance Provide advanced planning expertise and technical assistance to local jurisdictions, partners, and stakeholders. Assist stakeholders in developing, reviewing, and improving emergency management planning documents, including EOPs, SOPs, hazard mitigation plans, and COOPs. Facilitate workshops, meetings, and planning sessions to support jurisdictional preparedness and resilience. Promote planning consistency and coordination among partner organizations. Program Analysis, Community Lifelines & Strategic Planning Conduct planning studies, research projects, and assessments supporting agency objectives. Evaluate planning initiatives and recommend improvements for organizational effectiveness and resilience. Utilize FEMA Community Lifelines to analyze vulnerabilities, cascading impacts, and develop effects‑based planning strategies. Identify planning gaps, emerging risks, and opportunities for capability enhancement. Support development of strategic planning products, preparedness assessments, and resilience frameworks. Prepare reports, presentations, guidance, and executive briefing materials. Grant Planning & Interagency Coordination Support planning activities associated with federal and state emergency management programs. Assist with grant planning requirements (EMPG and others) and coordinate planning with partners across sectors. Develop grant-related planning deliverables and performance measures. Participate in interagency planning groups, working groups, committees, and task forces. Lead assigned planning initiatives and special projects. Emergency Response Support Provide planning expertise during emergency incidents, disasters, exercises, and SEOC activations. Support Unified Command, Incident Management Teams, and SEOC leadership with operational planning products and recommendations. Assist in incident action planning, recovery initiatives, and executive briefings. Coordinate continuity and resilience considerations during incident response and recovery. Qualifications Education and Experience: Bachelor’s degree in business, public administration, or urban planning plus three years of qualifying experience; or an equivalent combination of education and experience as described in the posting. Knowledge: Emergency response programs, hazard mitigation, resilience planning, COOP principles, community lifelines, federal and state regulations, effects‑based EM strategies. Skills: Emergency management planning, research, analysis, technical writing, stakeholder engagement, project leadership, public speaking. Abilities: Develop and evaluate complex planning initiatives; interpret regulations; coordinate multi‑stakeholder planning; prepare complex reports and presentations; maintain effective relationships; serve as project leader. Systems & Tools: WebEOC, FEMA planning and grant systems, COOP tools, Microsoft Office, SharePoint, Adobe Acrobat, GIS mapping platforms, risk assessment tools. Travel & Working Conditions: Frequent in‑state travel and occasional out‑of‑state travel (25–40%); standard office environment; frequent stakeholder interaction; potential rapid changes and emergency response. Physical Requirements: Ability to travel, attend meetings, present, and facilitate; occasional field assessments; lifting and moving equipment; endurance for extended work hours and potential hazardous conditions. Special Requirements: Valid Oklahoma driver’s license; willingness to perform all job‑related travel, including overnight; availability as rotating Duty Officer; maintain physical and mental stamina for routine operations and emergency incidents. Preferences: Degree emphasis in Urban Planning, Regional Planning, Emergency Management, Public Administration, Environmental Science, Geography, GIS, Resilience Planning; experience with EOPs, COOPs, community lifelines, FEMA programs; professional credentials (AEM, CEM, etc.).
