The primary purpose of this position is: To serve as an assistant to the Antiterrorism and Force Protection Planner, the Antiterrorism Officer (ATO) and unit-level security and antiterrorism representatives. Also assist in administering the installation's antiterrorism and force protection programs. Responsibilities The primary purpose of this position is: To serve as an assistant to the Antiterrorism and Force Protection Planner, the Antiterrorism Officer (ATO) and unit-level security and antiterrorism representatives. Also assist in administering the installation's antiterrorism and force protection programs. DUTY #1 : Assists in developing local Antiterrorism/Force Protection (AT/FP) programs and policies for the Antiterrorism and Force Protection Planner and the Antiterrorism Officer's approval. DUT Y#2: Supports the AT/FP Planner on matters involving Antiterrorism/Force Protection (AT/FP) issues. Coordinates on force protection processes, assessments, and activities across the installation on behalf of the AT/FP Planner and the installation ATO. DUTY #3 : Assists with site security studies, projects, assessments, and training activities in relationship to antiterrorism and force protection requirements. Assists in integrating various aspects of antiterrorism, integrated defense, physical security, and force protection to resolve conventional security problems. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Presidential decisions, Directives, Executive orders, United States codes, DoD HQ, USAF. And MAJCOM. Security policies relating to protection of Air Force resources. Knowledge of a wide range of security systems concepts, principles and practices, including force protection integrated based defense, defense plans, operating instructions for security forces, Anti-terrorism, physical security, Tactical deception. OPSEC Special access efforts. And those procedures utilized in other DoD agencies to ensure up-to-date security applications. Ability to verbalize information clearly and competently to commanders and other administration officials. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of commonly applied security concepts, principles, and practices to review, analyze, and resolve moderately complex security problems. Knowledge of DoD and Air Force antiterrorism and force protection doctrine, policies, and instructions to coordinate objectives and develop plans for interrelated security programs. Knowledge of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting information to leadership. Ability to prioritize and recommend resourcing strategies for the correction or mitigation of AT vulnerabilities on the installation. Ability to assist evaluation teams in developing realistic and relevant scenarios to exercise and validate the AT program. Other significant facts pertaining to this position are: May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station. This position is designated a national security position. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. This position requires a Department of Defense Security Professional Certification. The DoD Physical Security Certification (PSC) is required within 2 years of the established employee EOD or initial assignment date to this position. The certification requirement assigned to this position may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. Bargaining Unit: AF 5914 - 5 USC § 7112(a), Bargaining Unit Position. Position Sensitivity: Critical Sensitive. Must be able to obtain and maintain Top Security clearance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
