This position provides leadership and strategic direction for all financial operations at the Human Services Center, a licensed specialty hospital and South Dakota's only publicly funded psychiatric hospital. The role maintains and supervises a combination of administrative services for an agency or division including ensuring fiscal integrity, internal control development and compliance and effective resource management. The role reports directly to the CFO of the Department of Social Services and serves as a key advisor to the Center's Executive Management Team. The role is responsible for maintaining the patient billing system to insure proper billing to self-pay responsible parties, Medicare, Medicaid, Indian Health Services and private insurance. This position is also responsible coordination of the annual budget, monitoring the reconciliation of various accounts, reviewing, approving and forecasting expenditures, coordinating all contracts with outside medical service providers, maintaining personnel management functions and procedures, acting as purchasing agent, for maintaining the patient banking system, acting as a Social Security Representative Payee, and overseeing capital assets inventory to ensure compliance with federal and state rules and regulations.


The Ideal Candidate Will Have:


Bachelor's Degree in Business, Accounting or related field is preferred


Knowledge of:

• the principles and practices of administration with emphasis in organization, fiscal management and budgetary control;
• generally accepted accounting principles (GAAP), standards, and practices;
• generally accepted auditing standards (GAAS);
• internal control development and monitoring including use of a risk control matrix;
• computerized accounting software;
• office management;
• state accounting system;
• purchasing policies and procedures;
• negotiation and management of service contracts;
• patient billing to include insurance claims and collection efforts;
• insurance provider agreements; and,
• cost reporting.

Skill to:

• communicate information clearly and concisely;
• plan, organize and direct an administrative services program;
• supervise;
• deal tactfully with others;
• interpret rules and regulations;
• follow established procedures;
• meet reporting requirements; and
• make timely and accurate decisions.
