The Agency requires the services of 1 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined below for the Agency.
Under the direction of the IT Applications Director, the PM/Business Analyst (PM/BA) will support modernization initiatives by leading and executing business and technical analysis activities for the conversion of legacy applications to modern, web-based solutions.
Years Required/Preferred Experience
The Agency requires the services of 1 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined below for the Agency.
- Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies.
- Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.
- Familiar with industry standard business process mapping, and reengineering.
- Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
- Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
- PM / Business Analyst Legacy to Web Application Modernization
Under the direction of the IT Applications Director, the PM/Business Analyst (PM/BA) will support modernization initiatives by leading and executing business and technical analysis activities for the conversion of legacy applications to modern, web-based solutions.
- This staff augmentation role works closely with technical teams, stakeholders, and subject matter experts to plan, analyze, document, and validate system requirements.
- The PM/BA will leverage strong knowledge of .NET technologies and SQL-based systems to translate existing functionality into clear, actionable requirements that support web application development.
- This position operates with limited supervision and requires the ability to work independently while coordinating across multiple technical and business teams.
- Develop, manage, and execute requirements and analysis activities supporting the conversion of legacy applications to modern web-based platforms using .NET technologies.
- Analyze existing legacy system functionality, databases, and workflows to document current-state processes and system behavior.
- Elicit, document, and validate business, functional, and non-functional requirements for web-based application development.
- Perform gap analysis between current legacy systems and desired future-state web solutions, identifying functional, technical, and compliance gaps.
- Collaborate with developers, architects, and database teams to ensure accurate translation of requirements into .NET and SQL-based solutions.
- Support project planning activities, including task tracking, milestone reporting, issue identification, and risk escalation.
- Facilitate stakeholder meetings, requirements reviews, and walkthroughs to obtain consensus and formal sign-off.
- Provide ongoing support to development and testing teams by clarifying requirements and validating implemented functionality.
- Communicate project status, risks, and dependencies to leadership and stakeholders.
- Perform other related duties as assigned.
Years Required/Preferred Experience
- 12 Required Experience in Legacy system analysis and modernization strategies.
- 12 Required Experience in Software Development Lifecycle (SDLC), particularly for web-based application development.
- 12 Required Experience in gathering requirements elicitation and documentation (business, functional, and technical).
- 12 Required Experience in translating legacy application behavior into modern web-based system requirements.
- 12 Required Experience in Stakeholder facilitation, communication, and consensus building, Project coordination and task tracking.
- 12 Required Knowledge of analyzing SQL-based data models and system integrations.
- 12 Required Reviewing system workflows and identifying modernization opportunities.
- 12 Required Written, verbal, and presentation communication.
- 12 Required Create clear, complete, and testable requirements documentation.
- 12 Required Work effectively with cross-functional technical and business teams.
- 12 Required Identify system and compliance gaps and propose feasible solutions.
- 12 Required Adapt to evolving technical requirements and modernization complexities.
- 12 Required Maintain productive working relationships in a fast-paced project environment.
- 12 Preferred experience in business analysis or PM/BA roles.
- 8 Preferred Demonstrated experience converting legacy applications to web-based solutions.
- 8 Preferred Hands-on experience working with .NET development teams and SQL databases.
- 8 Preferred Experience with project management methodologies.
- 4 Preferred Bachelor's degree in business, Computer Science, Information Systems, or a related field.
- 4 Preferred Experience supporting large-scale IT systems within government or regulated environments
- 4 Preferred PMP,PMI-PBA, CBAP, or similar certification preferred.
