Social Work Supervisor (Adult Services)

General Statement The Social Work Supervisor, under limited supervision, provides supervision over Social Worker staff that provides direct and/or indirect services to clients. Work supervised is predominantly at the level of Social Worker III and/or Human Services Coordinator III, but can include other level staff. Employee assigns cases to subordinates, coordinates work flow operations, and supervises staff through case review and consultation which requires the provision of substantial and recurring technical direction. Employee is responsible for staff training, resolving problems and ensuring that quality services are provided. Employee may provide input to higher level management on administrative, personnel, and budget issues. Employees' responsibilities may range from a single sub-unit in an agency or institution to multiple service programs in a small agency and may carry a small caseload. Essential Functions Supervisor must have working knowledge of social work principles, techniques, and practices. Ability to identify or assist in identifying alternative solutions to problems or situations. Review program objectives and service delivery needs with staff and formulates specific goals and objectives. Provide input to higher-level management on short- and long-range planning needs and/or goals. Supervisor will assign cases to staff and maintain a workload balance. Provide on-the-job training for staff and arrange for staff to receive programmatic state trainings. Provide updated information regarding programs to community members seeking or requesting services. Collaborate with the internal Quality Assurance department to stay abreast of areas that may be deficient in case reviews. Serves as a liaison between the agency staff and state program staff or program task force at the state level. Disseminates policy and other pertinent information to ensure that the staff maintains a working level of knowledge and skill; and prepares and implements unit operating procedures to ensure an effective workflow. Makes changes in work procedures to meet program demands and present recommendations to management on issues which impact on programmatic goals, objectives and policies. Responds to community inquiries in order to educate the public in the services which the agency provides; and responds to concerns and complaints from citizens or officials in order to clarify policy and procedure. Assists with developing budget proposals/grants to include: analysis of data, cost analysis, presentation development and information gathering. Manage a small unit budget necessary for staff administrative expenditures. Ensure that policies, rules and regulations are followed, and explain and implement changes when necessary. Provides on-the-job training and arranges for employees to attend workshops and other job-related training. Supervisor will discuss issues with staff and follow the Union County disciplinary guidelines as needed. Interview applicants for positions supervised and provide recommendations to higher level management on hiring decisions. Provide input on discussions concerning promotions and salary adjustments for individuals supervised. Completes staff performance evaluations within the designated appropriate time frame and makes decisions regarding leave requests. Develops and maintains cooperative and courteous relationships with division employees, staffers and managers in other divisions, representatives from organizations, and the general public so as to maintain good will toward the division and project a good division image. Complete monthly timecards. Perform other related duties as assigned by upper level management. Position Specific Functions Adult Services Supervise Adult Services social workers and administrative support staff responsible for the delivery of intensive social work service to clients and their families who have serious and complicated social, economic, emotional or mental problems. Supervisor must have working knowledge of social work principles, techniques, practices, and will follow the rules and regulations set forth by the NC Division of Aging and Adult Services along with NC Adult Care Licensure Section. Monitor the work of social work staff by reviewing case narratives, annual assessments, quarterly reviews, guardianship status reports, monthly adult care home monitoring’s, facility complaint investigations, operational standards and established policies. Participate in client interviews to determine if abuse, self-neglect, caretaker neglect or exploitation is occurring. Assess all calls, letters, or office interviews that may require Adult Protective Services (APS) and/or Guardianship screening. Maintain frequent contacts with DSS Attorney concerning Adult Protective Services and Guardianship court hearings. Utilize the Structured Intake Tool to screen Adult Protective Services Reports. Provide social work guidance to ensure the safety, wellbeing and protection of guardianship cases are maintained. Complete referrals to local law enforcement, District Attorney, Division of Health Service Regulation Complaint Intake Unit, Veteran Services and any other appropriate referral as needed. Evaluate Adult Services state policies in order to ensure that any changes or actions are appropriately addressed and incorporated. Provide supervision for emergency duty, after hours, as needed for all Adult Services program areas. Qualifications MINIMUM QUALIFICATIONS Education And Experience: Bachelor’s Degree from an accredited university and five (5) years of experience in social work or a related human services field; /or equivalent combination of education and experience. Licenses Or Certifications: Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy. Special Requirements This position may be subject to a fingerprint background check. Per NC General Statute 153A-94.2(b), applicants for a position of employment required to work with children in any capacity will be required to electronically submit fingerprints to the NC State Bureau of Investigation for a state and national criminal history record. PREFERRED QUALIFICATIONS Education and Experience: Master’s Degree from an accredited university and three (3) years of experience in social work or a related human services field, two (2) of which are in a supervisory capacity and/or participation in a county leadership program. Licenses Or Certifications: Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy. Supplemental Information PHYSICAL DEMANDS Must be physically able to operate a variety of machinery and equipment including computers, copiers, telephones, etc. Must be able to exert up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. WORK ENVIRONMENT Work is performed in an environment where errors on their part can lead to significant physical or mental consequences for them or others. Employees contribute six percent (6%) of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. SICK LEAVE For full-time County employees, sick leave accrues at eight (8.0) hours per month. Benefitted part-time employees accrue prorated sick leave based on a percentage of the full-time rate. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS. SICK LEAVE TRANSFER FROM OTHER AGENCIES Unused sick leave earned from another North Carolina Governmental Agency and/or entity, will be accepted and transferred to the County as follows: twelve (12) sick leave days will be transferred and added to the employees active sick leave balance after completion of six (6) months of employment. The remaining balance of sick leave documented for transfer at the time of employment will be recorded in the employees permanent personnel file. On the fifth anniversary of employment with the County, the remaining balance of transferred sick leave will be added to the employees active sick leave balance. HOLIDAYS There are 13 County recognized holidays (includes 3 days for Christmas) per year with 1 floating holiday available. MILITARY LEAVE Annual Training - 10 paid workdays granted. Active Duty - 20 paid workdays granted. CIVIL LEAVE Paid leave is provided to full-time or regular part-time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof. FAMILY & MEDICAL LEAVE ACT Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee. PAID PARENTAL LEAVE Parental Leave provides the employee paid leave for the first eight weeks of approved FML for the birth of a son or daughter, or placement with the employee of a son or daughter for adoption or foster care. ADMINISTRATIVE LEAVE Educational Leave is available to regular full-time and benefitted part-time employees when participating in a job-related, short course, such as an update, not to exceed ten (10) consecutive working days.
