Executive Director, Office of Financial Policy and Reporting

Known as one of the best places to work in the Federal government, HHS seeks an Executive Director for the Office of Financial Policy and Reporting. With an annual HHS-wide budget near $2T, the role leads agency-wide financial management policy, accounting standards, internal controls over reporting, and reporting requirements under the CFO Act. The position sits within the Assistant Secretary for Financial Resource's Office of Finance, which leads financial management across HHS.

TECHNICAL QUALIFICATIONS (TQs)

1. TQ 1: Demonstrated experience leading (a) the development, execution, interpretation, and oversight of financial management policies, procedures, and authoritative guidance, and (b) the preparation, review, and presentation of annual financial statements and periodic financial reports for a large, complex, decentralized federal organization with multiple operating or program components, requiring collaboration, coordination, and consensus-building among different stakeholders. This includes overseeing the consolidation of financial data across multiple operating components, managing financial statement audits and overseeing corrective action plans, applying accounting standards and internal controls over financial reporting, and developing and executing financial management policies. Experience should reflect the ability to lead a high-performing policy organization and serve as a trusted advisor to senior leadership on the financial management implications of legislative, regulatory, accounting, and reporting changes.

2. TQ 2: Demonstrated experience conveying, justifying, and/or defending, both orally and in writing, high profile or complex financial management and accounting information to audiences such as senior policy officials, Inspector General or private auditor executives, and the Office of Management and Budget leaders, with a proven ability to deliver strategic recommendations to senior leadership.

EXECUTIVE CORE QUALIFICATIONS (ECQs)

In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

5. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
