Human Resources Manager

Full-time regular undergraduate degree. Singapore citizen or Singapore Permanent Resident (PR). Prior experience in building HR systems from scratch is preferred. Age below 40. Job Responsibilities 1. Human Resource System Establishment

• 1) In accordance with relevant Singapore laws and regulations as well as the headquarters’ HR management principles, build and implement a complete set of localized HR management systems from scratch, including but not limited to employee handbook, recruitment management, employment contracts, attendance and leave, compensation & benefits, performance appraisal, rewards and penalties, resignation management, confidentiality and non-compete agreements, and SOPs for employee data management.
• 2) Continuously monitor policy updates from Singapore authorities (e.g. Ministry of Manpower (MOM), IRAS, PDPA data protection authorities). Conduct regular compliance self-audits, and revise systems and processes in a timely manner to ensure HR compliance.
• 3) Formulate HR budgets, and conduct daily management including budget control and cost analysis.

• 1) Develop manpower planning and talent profiles for the Singapore team based on overseas strategies and business conditions, and establish local recruitment channels.
• 2) Independently manage the full recruitment lifecycle: requirement alignment, JD drafting, resume screening, interviews, background checks, salary negotiation, offer issuance, contract signing and onboarding follow-up.
• 3) Take full ownership of application, renewal and cancellation of various work passes (EP/SP/Tech Pass) as well as quota management. Control foreign worker levy and employment compliance to mitigate employment risks.

• 1) Establish a competitive compensation and benefits framework in consideration of legal requirements, market benchmarks and corporate budget.
• 2) Complete regular payroll calculation, salary disbursement, payslip distribution, benefit administration, CPF contribution filing, insurance arrangement and personal income tax filing in accordance with compensation policies and local laws.
• 3) Design and implement a corporate performance management system covering the full closed loop: goal setting, progress tracking, organizational evaluation, performance interviews and outcome implementation.

• 1) Complete all employment procedures in compliance with regulations. Handle employee enquiries, complaints, labour disputes, disciplinary actions, work injuries and exit interviews. Build employee communication channels to improve staff satisfaction and avoid labour claims and regulatory penalties.
• 2) Organize team building, seasonal activities and employee wellness initiatives to foster a positive team culture, enhance employee engagement and retention.

• 1) Overall office operations management: office site selection, procurement, registration, inventory and maintenance of office equipment & fixed assets to maintain an orderly workplace and efficient administrative support.
• 2) Business logistics support: arrange business events, exhibitions, project coordination, visitor reception, meeting organization and travel logistics for clients and visiting teams.
• 3) Corporate licenses, external liaison and vendor management: maintain annual renewal of corporate business licenses; liaise with Singapore government authorities, local law firms, accountants, banks, property management, recruitment agencies, insurance providers and other HR & admin vendors. Source, contract and manage vendors and control administrative budgets.

• 1) Research government subsidies, industrial incentive schemes and support programmes, and assist with document preparation and applications.
• 2) Support the CEO in daily operations: organize corporate management meetings, consolidate operational data, optimize internal workflows, and deliver other management tasks assigned by the CEO.
• 3) Complete other ad-hoc special projects assigned by the CEO and headquarters.
