IT Specialist

Job Summary
The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices. The IT Specialist will be instrumental in advancing DOEE's transition toward SaaS solutions to better serve the evolving needs of internal and external stakeholders. Adequate staffing within the IT support division is critical for maintaining and enhancing existing Quickbase services while expanding application integrations with enterprise cloud platforms such as Microsoft, Oracle, and AWS. This position will also collaborate with teams to resolve technical issues, engage in all stages of project development from requirements gathering through full lifecycle implementation and ensure architecture, design, and development practices align with industry standards.
Duties and Responsibilities
Plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures. Perform or participate in a range of information technology management activities that extend or apply to an entire organization or major components of an organization. IT management activities include strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, and information security management. Plan, develop, and implement systems and IT policy changes. Perform major portions or functional aspects of a project. Determine how the system should be organized, such as the number and kind of records, files and documents necessary, and the procedures to obtain and organize the required information. Develop complex routines and detailed sequences of internal program logic by coding, testing, and debugging. Develop test data and appropriate testing procedures, analyze and evaluate the results. Provide advice and guidance on a wide variety of complex issues. Maintain and monitor all stages of application systems development and implementation.
Analyze proposed projects and determine the feasibility of the application data processing technology. Design computer systems in accordance with user specified objectives, providing a system overview, detailed system specifications, and other developmental documentation. Integrate programs into a system operation procedures. Maintain the system software, incorporating users desired modifications. Provide system and user documentation in accordance with accepted standards. Prepare specifications for the development of computer programs, including an abstract of the program, input, and output descriptions, program flow charts, testing criteria, and documentation requirements. Direct and assist programming staff in the development of computer programs by functioning as lead programmer for specific application systems. In this capacity the programmer/analyst is responsible for other applications when required to ensure compatibility. Perform fact-finding studies in support of hardware and software selection, analyzing potential procurements in terms of application system requirements. Meet with programmers/analysts, contractor personnel and users to coordinate work and resolve problems. Occasionally meet with personnel in other agencies, or departments, where projects cross-organizational lines to resolve problems of mutual interest. Qualifications and Education
And Specialized Experience : Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.
Thorough knowledge of DOEE IT standards, policies, and established system design approaches and knowledge of the subject-matter work processes and terminology in the assigned area. Ability to communicate effectively orally and in writing in order to provide information and assistance to customers. Perform routine and recurring assignments in the specialty area and prepare and update manuals, instructions, and operating procedures. License and Certification
Valid driver's license.
Working Conditions/Environment
The work is performed in an office which is adequately heated, lighted, and ventilated and in the field.

Pay Plan, Series, Grade: CS-2210-12. Promotion Potential: None Duration of Appointment: Career Service Term Appointment (not to exceed 13 months). The incumbent of this position is subject to enhanced suitability screening pursuant to Chapter 4 of D.C. personnel regulations, Suitability Security Sensitive. Collective Bargaining Unit: This position is covered by AFGE Local 2725 bargaining unit. Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
