Supervisory Emergency Management Specialist (Preparedness)

Summary This position is located in Region 8. The ideal candidate for this position will demonstrate experience leading emergency management professionals through preparedness and continuity functions. The candidate will have robust supervisory experience as well as technical expertise in developing and executing exercises, managing training programs, and outreach activities, as well as representing organizations as a high-level representative. Responsibilities What will I do in this position if hired? In this position, you will serve as a Supervisory Emergency Management Specialist (Preparedness). Typical assignments include: Performing the full spectrum of supervisory responsibilities, including planning, coordinating, and directing the work of the division to ensure effective program execution and consolidated regionalized feedback in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP). Developing strategic continuity plans, engaging in preparedness outreach within communities, developing and executing exercises for emergency management plans, and executing a training program for emergency management professionals. Providing coordination and assistance to major preparedness program activities to ensure the capability to continue essential functions during response and recovery from any event, incident or disaster. Performing as an agency spokesperson at professional level conferences, meetings, committees and working groups of elected and policy officials that propose, defend and/or criticize preparedness program criteria, in order to promote and maintain a pro-active posture. Serving as a point of contact for assigned projects; including contacts with elected officials and highly placed policy officials. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. Qualifications Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement. To qualify for this position at the GS-15 level, you must possess one full year of specialized experience equivalent to at least the GS-14 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Performing the full range of supervisory and managerial responsibilities in a Federal environment; AND Leading the development, implementation, and evaluation of comprehensive emergency preparedness and continuity programs that span multiple mission areas in the disaster/emergency lifecycle (e.g. Mitigation, Response, Recovery), ensuring alignment with national directives (e.g., National Preparedness System, National Response Framework, Presidential Policy Directives); AND Establishing and maintaining collaborative relationships with senior officials across numerous levels of government (e.g. Federal, State, local, tribal, territorial, nongovernmental organizations) to direct the design, execution, and assessment of large-scale emergency management exercises and training programs in partnership with these stakeholders.
