Supervisory Supply Technician

Summary This position serves as the Supervisory Supply Technician (Medical) for the Medical Supply Distribution (MSD) areas of Logistics Service within the VA Health Care System. As a Supervisory Supply Technician, you will ensure that supplies and material are distributed to all areas serviced by Logistics by directing, supervising, and managing the primary inventory point that receives, stores and issues supplies and materials for both clinical and administrative service areas of the medical center. Qualifications To qualify for this position applicants must meet all requirements by the closing date of this announcement (05/29/2026). Time‑In‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time‑in‑grade requirements by the closing date. For a GS‑07 position you must have served 52 weeks at the GS‑05. The grade may have been in any occupation but must have been held in the Federal service. An SF‑50 that shows your time‑in‑grade eligibility must be submitted with your application materials. If the most recent SF‑50 has an effective date within the past year, it may not clearly demonstrate you possess one‑year time‑in‑grade, as required by the announcement. In that instance you must provide an additional SF‑50 that clearly demonstrates one‑year time‑in‑grade. Time‑In‑Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS‑05 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: planning and coordinating work to be accomplished by other staff; establishing priorities for a department; overseeing the receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitoring expiration dates; ensuring supplies are delivered timely; training new employees and answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of work production and quality of work. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35‑40 hours per week. Part‑time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires standing and walking during the entire workday, frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100 pounds). With proper assistance, moves heavier items weighing over 40 pounds. Set and adjusted short‑term priorities and prepared schedules for completion of work based on priorities. Advised, counseled, and instructed employees on work and administrative matters. Found and implemented ways to eliminate or reduce significant bottlenecks and barriers to production. Provided guidance and evaluated work involving new, complex or unusual situations. Oversaw management and distribution of all supplies and material in the medical center through subordinates who maintained stock, monitored expiration dates and rotating stock, ensured critical supplies were monitored, performed daily inventory, resolved differences in records, distributed items, delivered supplies in a timely manner, and completed specialty cart preparation. Oversaw the receipt, unpacking, and proper storage of supplies and material into the medical center. Analyzed and resolved difficult issues and problems to plan effectively and render equitable and reliable decisions. Conducted market research on all new products and ensured they were recorded in the automated inventory system. Ensured availability of recurring supply items managed and distributed through the computerized inventory management system. Analyzed management reports to manage and control the fund control point limitations, identify trends, correct errors, and resolve problems. Worked with members of the vendor and/or contract community to address logistics issues. Communicated with subordinate staff and other administrative and clinical staff to coordinate and persuade logistics activities and implement policy or procedural changes.
