Parking Operations Lead - Enforcement & Sensor Tech (Hybrid)

Overview The Parking Operations Officer leads the operational delivery of Council’s on‑street parking enforcement activities across the municipality. The role provides direction and oversight to the parking enforcement contractor, coordinates the roll‑out of inground parking sensors, facilitates private parking agreements, and manages abandoned and unregistered vehicle processes. The officer ensures services are delivered safely, consistently, and support community access and amenity. Responsibilities Lead day‑to‑day operational delivery of on‑street parking enforcement in partnership with the parking enforcement contractor. Provide clear guidance, direction and performance monitoring of the contractor to ensure contractual and legislative compliance. Monitor contractor performance against agreed service levels, KPIs and compliance requirements, and initiate corrective actions where required. Analyse enforcement data and trends to support service planning and performance improvement. Apply relevant legislation, policies and procedures; conduct investigation activities, liaise with members of the public, collaborate with contractors and internal stakeholders, and oversee removals, compliance actions and follow‑up enquiries. Lead roll‑out and operational deployment of inground parking sensors, coordinating contractors, resolving issues, ensuring data quality and collaborating with internal and external teams for integration, reporting and continuous improvement. Manage and facilitate private parking agreements across the municipality, including assessment of applications, contract administration, signage and on‑site requirements, and ongoing monitoring of compliance with agreed terms and Council standards. Maintain accurate records, documentation and reporting for all specialised parking programmes, using data and feedback to inform service improvements and decision‑making. Provide clear advice and operational support to internal stakeholders, contractors and the community on specialised parking initiatives and associated processes. Provide timely, practical and high‑quality advice on parking enforcement matters to internal stakeholders and the community. Contribute to the development, review and implementation of parking‑related policies, procedures and operational guidelines. Represent Council in a professional manner when communicating with members of the community, ensuring excellent customer service. Working Conditions Full‑time permanent role; competitive salary ranging from $100,066 to $108,372, plus 12 % superannuation. Hybrid working set‑up with opportunities to work from home and the Tooronga Depot office. Desired Skills and Experience Experience with parking enforcement operations and/or infringement administration. Highly developed written communication skills, including concise, accurate, user‑friendly correspondence. Strong analytical and investigative skills; ability to interpret reports and data trends. Ability to manage and influence contractors and external service providers, including setting expectations, monitoring performance, addressing non‑compliance and building effective working relationships. Skilled at building cooperation and gaining support from clients, the public and other employees relevant to the role to efficiently manage activities and supervise team members. Effective collaboration with external stakeholders and internal teams to address specialist issues, building strong relationships, coordinating efforts across functions and solving cross‑functional challenges. Excellent communication and collaboration skills, partnering with both internal and external stakeholders to deliver best‑practice parking services. Ability to work well within a team and autonomously. Understanding of enforcement practices (preferred but not essential). Experience with parking technology (e.g., parking sensors) preferred.
