Project Manager Navarro Research and Engineering is recruiting a Project Manager in West Mifflin, PA. A DOE L Clearance (or DOD equivalent) is required to be considered for this position. The Simulator Development & Integration team is leading the way in developing advanced simulation training tools used to train Sailors for the Naval Nuclear Propulsion Program (NNPP). This business area continues to expand as the demand for high‑fidelity, reliable, and cost‑effective training solutions grows. The role requires a versatile project manager who is comfortable working in a fast‑paced, high‑visibility environment in both individual and team roles, and who is capable of coordinating with multiple stakeholders across several sites. Key Responsibilities Supporting project work planning activities, including defining trainer scope and associated functional requirements, cost estimating, schedule and budget development, and risk identification. Supporting solicitation, placement, and subsequent oversight and follow of subtier supplier contracts. Monitoring project progress and performance against plans and initiating corrective actions to address variances as necessary. Executing schedule and assigned budget resources. Interfacing with project stakeholders, internal and external to the Program. Identifying and implementing solutions to resolve challenges and minimize project impacts. Ensuring project results meet scope, schedule, cost, and technical quality requirements. Desired Knowledge, Skills, and Abilities Program or project management experience within a technical business. Experience managing complex technical projects. Strong leadership, interpersonal, and team building skills. Experience with new project startup, technical writing, cost estimating, and subtier supplier oversight. Experience working with engineers to define project scope and schedules. Experience defining, implementing, and managing project infrastructure (integrated plans, resource management, schedule management, risk management, change control, and status reporting). Ability to team and solve complex problems across organizations. Ability to work independently and complete assignments for all aspects of work with minimal direction from management. Excellent oral and written communication skills; ability to communicate with management and interfacing organizations. Experience with Primavera P6. Proficiency with Microsoft Office products. Project Management Professional certification. Requirements Bachelor's degree from an accredited college or university. Minimum 6 years of relevant experience. Periodic travel to other NNPP and subtier supplier sites. Due to the nature of the government contract requirements and/or clearance requirements, U.S. citizenship is required.
