Youth Program Supervisor

Overview Duties Description The Office for People with Developmental Disabilities (OPWDD) is seeking a Youth Program Supervisor to coordinate the Employment Training Program (ETP), provided through supported employment (SEMP). This program is designed to provide people with developmental disabilities with training and on-the-job work experience that will lead to competitive employment. Responsibilities Evaluate individual application packets for ETP acceptance and eligibility. Packets include psychological or psycho-social reports, life plans, work history, behavioral plans, recommendations, and other information. Interview applicants and prepare interview summaries; determine the applicant’s work readiness. Work with care managers, SEMP Provider Agencies, and residential staff to determine eligibility for ETP. Provide orientation and prepare the required employment documents for the applicant to become an OPWDD employee. Provide an ETP orientation to accepted individuals outlining program requirements. Meet with participants to discuss and outline a career plan, determine employment expectations, and outline the qualifications needed in a chosen field. Monitor provider agencies and the quality and quantity of service provided by ETP. Collect service delivery data from providers and evaluate. Monitor job development and discovery services to ensure timely completion and determine if these SEMP activities benefit the individual and advance their employment goals. Review and approve the Discovery Report completed by Provider Agencies; evaluate information to determine work readiness and approve job development or recommend another service. Evaluate work-site placements developed by providers to ensure the position matches the skills and abilities of the individual. Prepare and submit payroll by collecting time sheets and calculating total hours worked. Visit jobsites and meet with employers to determine if the person is meeting business expectations. Conduct regular Job Readiness Classes with the provided curriculum; add resources as needed. Schedule quarterly meetings with providers to review services; facilitate these calls and highlight challenges and programmatic concerns. Provide technical assistance to SEMP and Pathway Providers. Support Central Office staff with reports, information, and regular communication to assure data collection for statewide reporting. Work closely with provider agencies to assist people with IDD to develop successful internship experiences and evaluate placements to ensure a match with participants’ skills and abilities. Work closely with school districts to assist in the transition of students from high school to OPWDD adult employment services; conduct meetings and maintain regular communication with school district transition coordinators and teachers. Complete regular progress reports for participants to determine vocational progress and additional programmatic needs. Assist in developing procedures and policies that shape employment services at OPWDD. Present at Transition Fairs as requested; attend statewide ETP meetings in Albany. Perform outreach and training for new SEMP and Pathway providers; assist providers in understanding OPWDD regulations, ADM’s, and quality of services. Recommend/approve additional SEMP hours for a participant based on need. Utilize the statewide ETP database to ensure the status of each person in the program is accurate. Continually recruit and serve people with intellectual and developmental disabilities who would like to obtain employment. Minimum Qualifications Non-Competitive: Five years of professional experience in a human services program providing occupational guidance to disadvantaged youth or individuals with intellectual and/or developmental disabilities. Additional Comments Note: Up to 50% travel (Some evenings, weekends and holidays required). Starting salary reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 16 and Downstate adjustment. Specifics are provided in the posting. The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding posting of vacancies. Preference given to OPWDD employees impacted by closures; indicate this on your resume if applicable.
