Supervising Behavioral Health Specialist Substance Abuse Prevention and Treatment Substance Abuse Prevention & Treatment (SAPT) Program, Riverside, CA
The SAPT Program provides comprehensive services to support individuals impacted by substance use disorders (SUD). Program staff conduct screenings to determine the appropriate SUD Level of Care (LOC), ensuring clients are referred and placed into treatment settings that best meet their clinical needs. The program offers ongoing care coordination to support continuity of services, promotes effective communication among providers, and maintains active collaboration with the courts and justice-system partners. Through these efforts, SAPT aims to facilitate timely access to treatment, enhance client engagement, and support successful recovery outcomes. The Supervising Behavioral Health Specialist leads and supervises staff responsible for conducting screenings to determine the appropriate Level of Care (LOC) and coordinating client placements. This role works closely with contract providers and county clinics to support seamless service delivery, while overseeing care coordination and ensuring timely reporting to the courts. The Supervising Behavioral Heaalth Specialist builds and maintains strong communication with court partners, provides presentations to the courts when needed, and plays a key role in designing and expanding the Prop 36 program to enhance service quality and operational effectiveness. This is an excellent opportunity for a dedicated professional to make a meaningful impact in behavioral health care while advancing leadership skills in a dynamic and collaborative environment. The schedule for this position is (9/80) from 7:30am-5:00pm w/ every other Friday off . Candidates are required to be certified at date of application as an Alcohol and Other Drug (AOD) Counselor and to have a valid Alcohol and Other Drug (AOD) certification in accordance with the certification requirements as pursuant to Sections 11755, 11864, 11876 (a),and 11834.50 of the California Health and Safety Code and Sections 9846, 10125and 10564 of the California Code of Regulations through either the California Consortium of Addictions Programs and Professionals (CCAPP) or the California Association of DUI Treatment Programs or Addiction Counselor Certification Board of California (ACCBC).

For more information, please visit Responsible for assisting in developing and maintaining the provider level budget and program's productivity, including expenditures and revenues on a monthly basis, and providing input/recommendations for annual budget reviews/updates in conjunction with management. • Ensures that all legal requirements of unit and/or contract service providers are met. Maintains, monitors, and compiles qualitative and quantitative reports based on the data requirements submitted by the staff and service providers. • Coordinates, assigns, supervises, and evaluates the treatment/recovery, counseling, referral, and prevention services provided by staff. Evaluates performance of staff and implements appropriate response. • Develops, reviews, implements, and revises policies and procedures used by the staff, and makes modifications as necessary. • Audits and monitors case files to ensure quality of services provided by staff to clients. Implements, monitors and makes recommendations regarding changes to the quality assurance procedures for units and service providers under contract. • Coordinates the screening/referrals of applicants for entry into treatment, recovery, and drinking driver programs. • Assesses, researches and analyzes program needs and prepares recommendations concerning a program area. • Evaluates and counsels clients with more difficult cases. Responds to clients and their families during intervention crisis periods. • Maintains and monitors the effectiveness of office systems needed in the programs day-to-day operations. • Reads and disseminates information provided by the Department to staff on current Federal, State, and local laws regulations, policies and procedures governing program operations and service delivery. • Develops and maintains collaborative efforts with Community organizations and agencies as well as other County agencies and the legal community. • Develops and implements new and innovative programs designed to meet identified needs. • Represents the County on committees and taskforces at the local and State level. OPTION I Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in psychology, sociology or a closely related behavioral science field. (Additional qualifying experience may substitute for up to a maximum of two years of education based on one year of full-time experience being equal to 30 semester or 45 quarter units.) Experience: Four years of providing individual and group counseling to individuals in a treatment and recovery program/facility having medical professionals on staff in a supervisory or consulting capacity, which must have included responsibility for assessing, evaluating and making referrals, either individually or as part of a team. Certificate: Alcohol and Other Drug (AOD) Counselor Certification. All Options
Knowledge of: Basic principles and practices involved in improving behavioral health; laws, rules, and regulations governing a public substance abuse agency; counseling techniques applicable to substance abuse; social, cultural, psychological and economic factors relating to substance abuse; principles and methods of effective supervision and training; public and private treatment and recovery resources; budget preparation and monitoring; word processing, management information systems, client tracking systems. Ability to: Supervise, assign, prioritize, and evaluate the work of others; evaluate, design/develop and implement policies and procedures; read, interpret and teach Federal, State and local laws, regulations, policies and procedures governing program operations and service delivery; establish and maintain cooperative and effective working relationships; communicate effectively in verbal and written form.
