Job Duties
About the Position:
- Serving as the senior executive responsible for the financial integrity, strategic resource planning, and fiscal stewardship of the Virginia State Police.
- Providing executive leadership over all financial operations, including long-range financial strategy and budget development and execution.
- Overseeing accounting, procurement, and risk management to ensure the Agency’s mission is supported by sound, transparent, and sustainable financial practices.
- Serving as the lead authority for the Statewide Agencies Radio System (STARS) and COMLINC communication networks by ensuring reliable installation, operation, maintenance, and user support while coordinating infrastructure improvements and resolving issues promptly.
- Providing executive leadership over contract negotiations, document reviews, equipment assessments, and analytical recommendations to guarantee accuracy, compliance, cost-effectiveness, and alignment with departmental needs and standards.
- Overseeing fleet operations, vehicle builds, equipment installations, Network Operations Center (NOC) ticket analysis, and budget/schedule adherence to ensure all communication systems, vehicles, and garage functions meet established performance, training, and policy requirements.

Minimum Qualifications
Knowledge
- Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP), Governmental GAAP, Generally Accepted Government Auditing Standards (GAGAS), Governmental Accounting Standards Board (GASB) requirements, and internal control frameworks.
- Extensive knowledge of auditing practices, compliance standards, enterprise risk management methodologies, and financial management best practices, including budgeting and accounting.
- Considerable knowledge of federal and state regulatory and legislative processes governing public finance, procurement, and administrative operations.
- Strong understanding of strategic planning, organizational development, and business process improvement.
- Knowledge of procurement regulations, contract administration, and vendor management.
- Knowledge of large‑scale communication systems, including installation, operation, maintenance, and interoperability networks such as STARS and COMLINC.
- Strong understanding of contract negotiation principles, procurement policies, and relevant state laws governing vendor agreements.
- Extensive knowledge of project management practices, including budgeting, scheduling, performance tracking, and infrastructure improvement monitoring.
- Considerable knowledge of fleet management operations, vehicle build processes, equipment installation standards, and compliance requirements.
- Knowledge of technical documentation review, data analysis, and issue resolution workflows, including NOC ticket evaluation and system performance assessment.
Skills
- Skill in using financial systems, enterprise resource planning (ERP) platforms, and Microsoft Office applications.
- Strong skills in managing complex communication systems and fleet operations, including coordinating installations and ensuring compliance with policies and standards.
- Effective analytical, organizational, and negotiation skills to evaluate infrastructure needs, review technical documentation, manage projects and schedules, and collaborate with vendors and user groups.

- Demonstrated ability to design, implement, and monitor internal controls, audit procedures, and compliance programs.
- Demonstrated ability to interpret, apply, and explain complex federal and state laws, codes, and regulations and determine their impact on finance, budgeting, and procurement operations.
- Demonstrated ability to analyze financial data and provide strategic recommendations to executive leadership.
- Demonstrated ability to plan, organize, and oversee large-scale, time‑sensitive projects.
- Demonstrated capacity to coordinate complex technical and operational functions while maintaining continuity of service.
- Capable of interpreting detailed technical information and turning it into clear, actionable operational decisions.
- Demonstrated proficiency in assessing system performance, identifying shortcomings, and implementing effective corrective measures.
- Demonstrated ability to lead and evaluate the work of professional and administrative staff.
- Demonstrated ability to manage large teams and develop and maintain effective working relationships with internal and external stakeholders.
- Excels in guiding teams, user groups, and vendors toward consistent adherence to standards and mission objectives.
- Extensive progressively responsible financial management experience required.
- Extensive experience in financial leadership roles, ideally within government, public safety, or similarly complex organizations.
- Demonstrated expertise in budgeting, accounting, procurement, and risk management.
- Strong understanding of state government financial systems, regulations, and legislative processes.
- Displays foresight in planning for future infrastructure, fleet, and equipment requirements to support evolving operational needs.
- Exceptional leadership, communication, and strategic planning skills.
- Experience must include strategic oversight of financial governance, development and management of large‑scale budgets, and implementation of internal controls and regulatory compliance across multiple divisions or business units.
- Graduation from high school or equivalent.
Additional Considerations
- Bachelor’s degree in finance, accounting, public administration, business administration, or related field preferred.
- Master’s degree or CPA preferred.
