Plans Examiner I, II, or III

Under general supervision, this position performs specialized plan review of residential, commercial and other types of occupancy/use classifications. The position will also support the administration of the minimum housing code and field inspection of construction projects for the installation of new, existing, and remodeled structures. Work may be performed in the following areas of trade certification: plans examination, building, plumbing, mechanical, electrical and structural to determine compliance with the current codes and standards adopted by the State and Town. Physical Requirements Work Environment and Physical Demands: The working conditions described below are representative of those an employee generally encounters while performing the essential duties of this job. General and Sensory Requirements: The employee is regularly required to sit, stand, walk, reach with hands and arms, and use hands and fingers to handle or operate objects, tools, or controls. Duties may also require stooping, kneeling, crouching, crawling, climbing stairs or ladders, and maintaining balance. The employee must be able to talk and hear effectively, both in person and over the phone, and must be capable of operating a vehicle if required by the role. Vision requirements include consistent near and far visual acuity, depth perception, peripheral vision, and the ability to adjust focus to allow a broad field of vision. Heavy Physical Demands: This position may require occasional and demanding physical activity. The employee must be able to lift, carry, push, or pull up to fifty (50) pounds frequently and more than seventy-five (75) pounds occasionally with assistance. Environment: Physical presence onsite is required. Work is primarily performed in varied indoor and outdoor locations. The noise level is typically variable depending on activities or location. This position frequently requires exposure to outdoor weather conditions. Employees in this position may be exposed to fumes, odors, dust, or airborne particles, work in proximity to moving mechanical parts or machinery and may encounter potentially hazardous materials. This position performs duties deemed to be safety sensitive. Employees holding this position participate in pre-employment and random drug testing under Town’s policies. Minimum Qualifications Requires a high school diploma or GED equivalent. Education, training or experience as an architect, draftsman/drafter, engineer or similar designer may be substituted for certain education, training and experience requirements. Possession of or ability to readily obtain a valid Driver's License issued by the State of North Carolina for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history. Employees within the Plans Examiner position series are eligible to participate in a self-initiated progression for promotional advancement through Plans Examiner levels upon meeting at least the minimum qualifications for each level and demonstrating the requisite proficiency and ability to competently manage a greater volume, significance, and complexity of assignments. Preferred Education (All Levels) High school diploma or GED required. Valid North Carolina driver's license or ability to obtain. Plans Examiner I High school diploma or GED required. Two (2) years of construction experience, or one (1) year of building inspection or residential plan review experience. ICC Residential Plans Examiner certification, or ability to obtain within one (1) year of hire. Additional ICC certification in Building, Plumbing, Mechanical, or Electrical preferred. Plans Examiner II High school diploma or GED required. Three (3) years of construction experience, three (3) years of building inspection experience, or two (2) years of residential or commercial plan review experience. ICC Residential and Commercial Plans Examiner certifications required. Additional ICC certification in one or more code disciplines (Building, Plumbing, Mechanical, Electrical, Energy, or Accessibility) required. Knowledge of the North Carolina Energy Conservation Code required. Plans Examiner III High school diploma or GED required. Six (6) years of construction experience, four (4) years of building inspection experience, or three (3) years of residential or commercial plan review experience. ICC Residential and Commercial Plans Examiner certifications required. Two (2) or more additional ICC certifications in code disciplines (Building, Plumbing, Mechanical, Electrical, Energy, or Accessibility) required. Demonstrated ability to review complex projects, provide technical guidance, and assist with training or mentoring staff. Employment Standards Knowledge of and experience with the principles, practices and techniques of electrical, mechanical, plumbing, and structural codes. Knowledge of municipal building codes and enforcement of codes. Knowledge of design and construction methods. Knowledge of possible defects and flaws in building construction and corrective measures. Skill to identify potential issues and problem-solve with an ability to suggest workable solutions that comply with or meet the intent of the adopted code. Commitment to and skill in the provision of customer service. Skill in the use of computers, various software programs and other types of modern office equipment. Skill in verbal and written communication. Ability to read and interpret a variety of building plans, codes and design guidance. Ability to establish and maintain effective working relationships. Ability to work with limited supervision in plan review and while in the field, with the ability to follow specific directions. Ability to communicate effectively, problem-solve and represent the Town with builders, contractors, developers and the public. Ability to analyze and resolve difficult problems while working with customers to manage conflict. Tools & Equipment Requires use of general office equipment such as computers, printers, telephones, and related software. Use of specialized tools or equipment may also be necessary, including but not limited to technical devices, mechanical tools, equipment, public-safety-related items, or other industry-specific systems.
