Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located in Winchester, a city of 30,000, is located in the beautiful Shenandoah Valley 70 miles northwest of Washington, DC.

Duties

Help

  • The Financial Manager works under the general direction of the Middle East District Deputy Commander, who establishes broad organization goals and objectives related to the Financial Management of the district.
  • Ensure the implementation of the activity budget requirements as well as the subordinate centers and activities.
  • Assists in the formulation and execution of Middle East District Manpower/Force development program of the organizations involved within the geographical areas of the Middle East.
  • Manages day-to-day operations in the district, to ensure that administrative and technical work is responsive and timely to satisfy upward reporting requirements, requests for information, and to meet deadlines.
  • Performs the full range of supervisory duties submitted by subordinate supervisors, such as changes in duty assignments and structure, performance plans and ratings, grievances, disciplinary actions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance. This requires that a personnel security investigation be adjudicated on a pre-appointment basis which may take up to 90 days or longer to process.
  • This position requires that you submit a Financial Disclosure Statement, OGE Form 450, Executive Branch Personnel Confidential Financial Disclosure Report upon entrance to this position and annually thereafter.
  • This position requires a Level III Certification under the DoD Financial Management Certification Program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Educational Requirement for Financial Manager GS-14

A. Have a bachelor's degree (or higher degree) in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.)

B. Have a combination of education and experience which includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience:
One year of specialized experience which includes oversee all phases of budget formulation for programs administered through a headquarters level of an organization; recommend new and revised budgetary policies, procedures, and controls; Supervise the work of civilian employees involved in accounting, management analysis and manpower management; adhere to Presidential, Congressional, or political considerations that affect how a budget is administered; advisor to the Command Group and to other staff officials in connection with construction contracting functions predominantly under authority of the Foreign Military Sales Act and other bilateral agreements.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS 13 and above.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
